GENERAL STATEMENT: Our building inspectors use their highly developed observation skills and knowledge of all things construction, along with your very practiced powers of persuasion to enforce the City of Kyle's building codes and ensure that compliance is the only option. "Knowledge of all things construction" includes: adopted building codes, City ordinances, and applicable State regulations. Must be familiar with building construction systems including structural, mechanical, electrical, plumbing, gas and fire protection . We'll throw in field enforcement of our zoning and sign ordinances just for good measure. And because the field work is just never enough, you'll be reviewing construction plans, writing field reports, maintaining official records, and assisting the public in person and over the phone. ESSENTIAL FUNCTIONS: - Make field inspections at various stages of construction to ensure compliance with applicable building codes. Authorizes service connections made by utilities- electric, gas, water and sewer. Writes inspection reports and communicates with contractors, subcontractors and property owners regarding compliance with codes and corrections that must be made as project progresses. - Make field inspections to ensure compliance with other applicable city codes including zoning and sign regulations. Works with citizens, property owners and contractors as necessary. Documents violations, and where warranted, issues citations. - Investigates complaints regarding building code or other city ordinance violations. Works with individuals filing complaints and the owner's property or contractors that are the subject of the complaint. Verifies information regarding potential violations. Communicates in person, over the telephone and by correspondence regarding the resolution of the complaint. - Reviews construction plans and specifications for compliance with applicable codes and city ordinances. Makes review comments, notes needed corrections, checks specific code references before issuing permits. Communicates with architects, engineers, contractors, subcontractors, utility companies building owners during the plan approval process. - Provides in-office assistance to the general public regarding the process for obtaining building permits, contractor licensing, or meeting state requirements for construction. Provides appropriate forms and handouts for the public use. Explains plan review and inspection procedures to the public. - Maintains inspection reports and works with the permit clerk to verify that records are properly filed for each construction project. Occasionally supplements field inspection reports with photographs or video tape where serious violations are found or where there is potential of claims or litigation. - Investigates abandoned or deteriorated structures included in the City's substandard structure abatement program. Verifies field conditions, make reports, send correspondence, posted legal notices. OTHER DUTIES AND RESPONSIBILITIES: Responsible for the enforcement of the TCEQ Rules and the City Ordinance for the protection of the public potable water distribution system from contamination or pollution due to the back-flow of contaminants or pollutants through the water service connection. Performs all other duties as assigned duly assigned. QUALIFICATIONS, REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: ***A PHYSICAL ASSESSMENT WILL BE ADMINISTERED AND IT MUST BE SUCCESSFULLY PASSED ** - Building and Construction - knowledge of materials, methods, and appropriate tools to construct objects, structures, and buildings. - Product Inspection - Inspecting and evaluating the quality of products. - Problem Sensitivity - the ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem. - Judgment and decision making - weighing the relative costs and benefits of a potential action. - Writing - communicating effectively with others in writing as indicated by the needs of the audience. - Information Gathering - knowing how to find information and identifying essential information. - Active Listening - Listening to what other people are saying and asking questions as appropriate. - Speaking - Talking to others to effectively convey information. - Critical Thinking - Using logic and analysis to identify the stren gths and weaknesses of different approaches. # TeamKyle Core Values:  Knowledge ,  Yes-Attitude ,  Leading Edge  and  Employee Accountability Acceptable Experience, Training, Certifications and Licenses Qualified applicants will possess: Building Inspector High school diploma or equivalent Two (2) years of experience in building inspections or the construction field Plumbing Inspector license by the State Board of Plumbing or the ability to obtain within one year ICC Residential Building Inspector or one of the following (ICC)certifications: Residential Plumbing Inspector Residential Mechanical Inspector Residential Electrical Inspector Texas Driver's license with a good motor vehicle record Combination Building Inspector Three (3) years Inspection experience. Plumbing Inspector's License issued by the Texas State Board of Plumbing Examiners ICC Residential Energy Inspector/Plans Examiner certification ICC Residential Combination Inspector A combination of any two of the following (ICC) certifications: Commercial Building Inspector Commercial Electrical Inspector Commercial Energy Inspector Commercial Mechanical Inspector Commercial Plumbing Inspector Building Plans Examiner Commercial Energy Plans Examiner Electrical Plans Examiner Mechanical Plans Examiner Plumbing Plans Examiner Any other license or certification that subject to concurrence of the Human Resources Department, is deemed to be appropriate by the Department Director Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Municipal experience preferred.
