*APPLICANT CLOSING DATE: Until Filled* STATUS: Full-time, Permanent FLSA: Non-Exempt REPORTS TO: Housing Director SUPERVISES: N/A WORKING HOURS: This is an hourly position. The Rehousing Specialist is an non-exempt grant-funded position that provides housing referrals and resources to citizens who are at-risk or currently homeless. The incumbent is expected to work regular business hours but must be flexible and available to work at other times when needed. The Rehousing Specialist may be required to perform after-hours standby services as needed or some evening work, especially during the winter shelter season. SUMMARY: The Rehousing Specialist is responsible for assisting clients in finding appropriate housing placements, providing educational support designed to increase housing retention, providing housing advocacy as needed, and providing aftercare services that help to support retention in permanent housing. The Rehousing Specialist performs all duties associated with helping tribal families that are homeless or living in substandard housing in their efforts to find safe, decent, and affordable housing within their community and make needed referrals and collaborate with the Wrap Around Care Coordinator and external agencies. The Rehousing Specialist will provide emergency and housing resources to citizens at-risk or in-need, screening for eligibility for programs and services, connecting them to resources, and providing the necessary support to help the client achieve a path to financial and physical security. This position will identify available housing units in the region, secure appropriate landlord/property manager company partnerships; conduct outreach, grow & maintain relationships; and support client housing stability. In addition, the Rehousing Specialist accurately maintains a caseload of program participants under the Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) regulations, Homeless and Disability Advocacy Program (HDAP), CDSS programs, the Homeless Housing Assistance and Prevention program, Dry Creek Rancheria tribal housing policies, and other program requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES : Provide supportive and empathic individual housing search sessions with clients. Develop, implement, and facilitate housing groups. Develop and coordinate a system for follow-up/outcome measurement for up to 12 months post-discharge. Formulate and document individualized housing plans for clients who are receiving intensive housing search coordination. Obtain signed consent to support and empower clients with the coordination of referrals and housing searches. Conduct outreach to potential landlords. Maintain an up-to-date housing resource database. Maintain effective documentation, recordkeeping systems, and electronic records. Serve as a liaison between external and internal providers and clients. Assists and advises homeless and at-risk members in the application and certification process of various housing assistance programs. Provides mobile outreach and crisis emergency services to at-risk and homeless persons, conducts mental, physical, and social assessments, develops reactive crisis plans, and initiates linkage to appropriate services by collaborating with multiple partner agencies, which includes referrals to Care Coordination. Advises applicants about their various housing options. Assists participants in establishing housing goals. Refers tribal members to other agencies when appropriate. Provides information about other housing resources within the community. Assist with financial and supportive assistance to stabilize at-risk and homeless persons. Verifies income, assets, medical expenses, household composition, and eligibility status. Processes documents relevant to the tribal member's application and qualification process to ensure that the administrative guidelines of the Tribe and other agencies are followed. Assures that participants are fulfilling their responsibility in providing accurate verification and timely submission of additional required documents. Provides training and information to tribal members on rehousing options, household budgeting, home maintenance, energy conservation, and housing-related health and safety issues. Establishes, maintains, and updates accurate, orderly, and updated document files with required verifications on each assigned participant to ensure that Tribal, federal, state, and other standards are met. Ensures all computer records of all tenants on caseload are accurate and current. Promptly and accurately maintains all file documentation. Collaborates with other departments and outside agencies while taking a team approach to client relationships and advocacy whenever appropriate. Submits reports to the Housing Director on a timely basis. Assists in the development and expansion of the Housing Department Programs as directed. Inspects selected rental and owner-occupied dwellings, as prescribed by the Dry Creek Rancheria housing policies. Meets with the Housing Director for discussions and clarification on various issues as necessary. Attends all required meetings and training. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES: There are no supervisory responsibilities for this position. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required. Bachelor's Degree in Social Work, Sociology, Criminal Justice, Human Services, or a related field is required. Four years of work experience in a position that required determining the eligibility of applicants to receive benefits may be substituted for the Bachelor's Degree. Previous experience as a social worker, case manager, or care coordinator in a public or private agency is preferred. One (1) year of prior experience working with at-risk individuals involving the core tasks of screening, assessing, risk evaluation, planning, implementation, and outcomes evaluation is required. Ability to manage time effectively. Ability to communicate effectively in writing or orally. Must be able to work independently and productively with minimal supervision. Must be able to get along with co-workers and work as a team. Must always present a professional appearance. Must be able to maintain a high degree of confidentiality concerning all matters about the Tribe. Extensive knowledge and experience working with Native American communities, culture, customs, and cultural law. TRIBAL AND INDIAN PREFERENCE Under the Indian Self-Determination and Education Assistance Act (25 U.S.C. ยง 450e (b)), Dry Creek Rancheria applies the policy of "Tribal and Indian Preference" when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants who are enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native to provide a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card. EDUCATION: BA Degree in Social Welfare or a related field (Sociology, Criminal Justice, Human Services) is required. Four years of work experience in a position that required determining the eligibility of applicants to receive benefits may be substituted for the BA Degree. LANGUAGE SKILLS: Must be able to read, write, speak, and understand English. Excellent oral and written communication skills are essential to the successful conduct of this position. Ability to write accurate, grammatically correct, polished reports and business correspondence. Must be able to speak with the public professionally. MATHEMATICAL SKILLS: Must have basic math skills (ability to add, subtract, multiply, and divide). REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret various instructions furnished in written, oral, diagram, or schedule form. Ability to process detailed work and requests for information or assistance in a timely manner. Ability to apply regulatory and procedure doctrine, concepts, and policy to practical situations. LICENSES, CERTIFICATES, AND REGISTRATIONS: Must possess a valid California Driver's License with a clean driving record and be insurable under the Tribe's insurance policy. PHYSICAL DEMANDS: Must be able to sit or stand for extended periods. Must be able to lift and carry up to twenty-five (25) pounds. Must be able to respond to visual and aural cues.
