Welcome to the City of Box Elder, the "Gateway to the Black Hills" of South Dakota and home to Ellsworth Air Force Base. Our team is growing, and we have an opening for an experienced person to join our Marketing and Economic Development Department as the Business Development Specialist. This individual would become part of a dynamic, engaging team that values the contributions made by its employees and encourages professional development. The person in the role would be responsible for identifying, researching and assisting with the recruitment of new businesses and promoting the City's value as a business location. Please read on to find out more about this position and how to apply. Essential Functions: Develops and executes a comprehensive strategy for discovering and recruiting new businesses to the City. Creates a business development database to organize current businesses and prospective business information. Assists with closing new business deals by developing and negotiating contracts. Schedules and coordinates business site visits. Represents the City at Chamber meetings when necessary. Strategizes to execute the business relationship goals for the City. Designs and updates marketing and promotional materials for business retention and recruitment. Attends West River Governor's Office of Economic Development Meetings. Assists with the planning, preparation, and execution of department events. Utilizes database of geographic specific statistics, vacant and occupied commercial spaces and co-tenancies, to assist prospective or expanding businesses in future expansion and relocation decisions within the City. Assists and advises businesses with application for tax incentives and prepares resolutions of support for the City for approval. Maintain awareness of commercial and industrial trends through reading periodicals such as newspaper business sections, economic packages offered by competing jurisdictions, and pending federal and state legislation. Attends meetings, completes special projects, and makes presentations as requested. Compiles data, prepares reports, and completes special projects as requested; prepares and maintains related documents, and updates materials as assigned. Promotes and supports the overall mission of the City by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment. Knowledge and Skills Required by the Position Required Knowledge: City ordinances, resolutions, and policies; knowledge of finance techniques, and processes. Economic development principals, strategies, and financing methods Real Estate development practices and trends. Principles and practices of Business Finance and loan underwriting Computer applications related to duties. Federal, state, and local laws as they relate to development. Correct business English, including spelling, grammar, and punctuation. Administrative principles and practices, including goal setting, program development, implementation, and evaluation. Techniques for making effective public presentations. Required Skills: Developing and implementing business development strategies and programs. Establishing and maintaining effective working relationships with business and government groups. Composing and editing written materials for promotion of business development programs and activities. Speaking effectively before audiences large and small. Exercising sound independent judgment within established procedural guidelines. Working without close supervision in standard work situations. Using tact, discretion, initiative, and independent judgment within established guidelines. Interpreting, applying, and explaining complex federal, state and local laws related to the areas of responsibility. Preparing clear and concise reports, correspondence, and other written materials. Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities. Establishing and maintaining effective working relationships with a variety of individuals contacted while performing work duties. E ducation and Experience: Bachelor's degree in business administration or a related field; AND four (4) years of professional real estate or business development experience; OR an equivalent combination of education, training and experience. Conditions of Employment : A candidate receiving a conditional offer of employment will undergo a background investigation and drug screening.
