H4 Enterprises has an immediate opening for an experienced budget management analyst with ten years of experience analyzing budget expenditures and d ocuments, costing methodologies, processes, variances, and decisions for each annual costing. This is a contract position for the United States State Department located in Arlington, Virginia. If you have a degree, preferably ten years of budget analysis experience, currently hold a secret security clearance, and advanced Microsoft/Excel Skills and data analytic skills and meet the qualifications listed under job duties and responsibilities, we invite you to apply. Position Summary This position supports the organization's Managements efforts, including budget management, cost activities, budget request and expenditures etc. Duties and Responsibilities: Function as a Management Analyst and expert on management systems techniques, processes and technology that will optimize. Analyze budget requests and expenditure. Facilitates inter office coordination and planning with highest level of customer service to obtain information or Documents costing methodologies, processes, variances and decisions for each annual costing. Analyze administrative processes and/or Analyze and assign costs using activity-based costing. Analyze and evaluate program and policy changes and how changes will be captured in the cost. Clearly communicates how program changes will impact service. Write reports, letters, and other documents with recommendations for management programs, policies and Develop new or revised procedures for financial and administrative review of procedures to facilitate the operation with established business practices. Conduct administrative and financial analysis of Oversee the preparation of various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports. Provide technical guidance and assistance to stakeholders in the review of documents in the official data collection processes. Perform other related duties as Qualifications Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a SECRET clearance. Education: Bachelor degree preferred and 10 years' Must possess advanced skills in Microsoft Excel and Microsoft Access and is able to import massive amounts of data from one system to another to aggregate. Must possess excellent customer service skills and can work well both independently and as part of a Demonstrates commitment to the organization's goals and is motivated to learn and grow. Must possess advanced data analytics, Must possess excellent command of the English language and excellent writing skills. Must be Proficient in the use of Microsoft applications (MS Word and PowerPoint). Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices. Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical duties.
