Kaiva Tech, LLC is seeking a Digital Strategist in the National Capital Region . Clearance : Active Secret Clearance is required. Workplace Type : This position is hybrid. Please be aware that the workplace type allowed is approved by the client and is subject to change dependent on client needs and expectations. Supervisory Responsibilities : None. Core Qualifications : Familiarity with emergency management and preparedness issues, experience in identifying and understanding audiences, creating compelling content that engages and informs the audience. Expertise in creating and executing strategic communication plans/campaigns that push accurate, engaging messaging through a variety of channels to the intended audience. Following campaign; ability to evaluate its effectiveness and advise on strategy to improve, as needed. Excellent written communication skills, including editing and the ability to write for different audiences and platforms: SharePoint, newsletters, online content, social media posts, PowerPoint presentations, (portfolio welcome). Event coordination, ability to build relationships and collaborate with Department of State and other federal personnel. Ability to organize content, create compelling presentations and manage webinars, experience using SharePoint, Webex, Zoom, Teams and Slido. Marketing experience, experience in behavior change campaigns preferred. Strong organizational skills, ability to work independently and in a remote team environment. Must be able to meet short deadlines. Essential Duties and Responsibilities : As the Digital Strategist your responsibilities will include, but are not limited to: Supporting the distribution and accessibility to web-based materials across the full range of emergency preparedness topics which communicate the organization's programs, policies, and activities via the web. Coordinating and executing Office of Emergency Management (OEM) outreach events/seminars/webinars as well as coordinating other digital assets such as SharePoint site, social media, and video. Advising Team Lead(s) on Digital Strategy, opportunities within the digital landscape, and the Division's ability to effectively communicate therein. Developing emergency preparedness products, activities, and outreach events that engage Department employees by providing valuable emergency planning and preparedness information in the new digital age and telework environment. Preparing and designing publications to help ensure the Policy and Planning Division (PPD) provides timely and appropriate domestic notification and emergency preparedness guidance among the various Department domestic offices. Collaborating with PPD teams and appropriate emergency preparedness authorities to create digital information and awareness to disseminate emergency preparedness information through the Department's domestic footprint. Implementing new, innovative approaches to delivering and enhancing the domestic preparedness culture in the virtual environment. Enabling PPD to effectively amplify, expand, and reinforce emergency preparedness awareness messages through the strategic use of new media technologies. Analyzing and discussing topics and working closely with other PPD teams to advise functional and regional bureaus and offices in how to best get their messages out to targeted and varied audiences. Ensuring that content is current, accurate and accessible, supporting "Plain Language" by reviewing documents and postings to ensure clarity and reduce ambiguity. Working with relevant emergency preparedness authorities to ensure editorial integrity, accuracy, reliability of emergency preparedness information posted to the Department's official public-facing ePrepare site, including, but not limited to, OEM's SharePoint and related sites as reliable, authentic resources of emergency preparedness information. Coordinating with relevant emergency preparedness authorities to ensure OEM's official websites are updated before and after a disaster or emergency to ensure audiences have swift access to current emergency preparedness information. Advising the Team Lead(s) of new and emerging information dissemination technologies that support bureau and Department goals of informing Department employees on emergency preparedness information. Ensuring that relevant and evolving laws, regulations, and guidelines are followed, and that all material posted is compliant with Section 508 of the Rehabilitation Act, privacy laws, and other website conventions. Participating in intra- and interagency web-related initiatives, such as federal web manager and communicator groups, to support consistency in approach, leverage of resources, and sharing of information both across Federal Government and within the Department. Assisting with the coordination and execution of Outreach Team efforts to include site visits to Department facilities to facilitate training and the distribution of emergency preparedness information. Required Experience and Skills : 5+ years of relevant professional and technical experience. Must be able to understand the full spectrum of emergency preparedness topics, issues, and priorities, work with detailed documents and at the macro level. Expert writing skills and ability to write under pressure with short deadlines. Expert knowledge of emergency management preparedness and response planning methodologies and the planning lifecycle necessary to develop plans and programs to help mobilize personnel, equipment, and facilities for responses to a variety of emergency management initiatives. Expert knowledge of a wide range of qualitative and quantitative methods and procedures to conduct in-depth research, evaluate alternatives, and develop analysis of homeland security and national emergency management policies/regulation to facilitate decision-making and propose new approaches to carrying out program initiatives. Expert knowledge to develop, critically review, coordinate, and synchronize Departmental and interagency plans and strategies with other domestic Department strategy plans. Expert project management skills to develop and manage key project management elements. Expert knowledge of general emergency management concepts. Knowledge of national level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memoranda; and the National Preparedness System. Ability to create and edit documentation, reports, and products that conform to the standardized styles and guidelines. Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision. Proven ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment. Proficiency in qualitative and quantitative research methods. Excellent English language (written and spoken) communications skills. Strong organizational, communication, interpersonal, and computer skills. Education : Bachelor's Degree or 5+ years of relevant professional and technical experience.
