POSITION ANNOUNCEMENT Position Title: energy program coordinator Department: utility assistance - housing stability Open Date: april 12, 2023 Reports to: utility assistance program manager Close Date: april 23, 2023 Work Location: 1001 sw baseline street, hillsboro Hiring Range:* $22.41-$24.65 FLSA Status: non-exempt Position Status: regular full time (RFT) Benefit Status: eligible for benefits Work Hours Per Week: 40 Number of Positions: 1 Months Active: all Positions Supervised: 5 *Note on Hiring Range: For applicants with extensive qualifications and/or years of experience, the hiring range may be exceeded with approval. The final rate approved will typically never be at a rate equal to or above the established midpoint of the pay range for the position. This position has primary responsibility for the program documentation compliance processes, mail-based energy assistance program, and acts as the program liaison with other internal programs and some community partners. This position is also responsible for the day-to-day supervision, training, and support of energy program file review staff. Duties include mail out program management, developing and generating reports, and serving as a member of the program leadership team to develop and implement policies and procedures. This position requires excellent time management skills in order to complete multiple tasks, knowledge of project and program requirements and must demonstrate and model effective collaboration and communication skills. Essential Functions and Responsibilities : Coordinates the energy assistance mail out program for disabled, senior and homebound adults by compiling the applications along with any instructions or mailers from CAO or our partners. Preps and mails out at the beginning of October, and tracks the applications and processes the payments as they come in. Works with the Data Entry Specialist and Program Assistant(s) as assigned in order to ensure this process happens smoothly. Coordinates assistance for other vulnerable clients through a partnership with the Benefits Enrollment Center (BEC). Represents Community Action at BEC meetings. Trains BEC volunteers in CAO's energy assistance process to ensure complete and accurate BEC applications. Coordinates access to energy assistance for current clients of CAO by working with Head Start Home Visitors, home visiting Family Advocates, Energy Conservation staff, and others as needed. Ensures that any applications from the above mentioned programs meet funding requirements and are in compliance with all program regulations. Meets regularly with file review staff to provide supervision, training and support, encourage professional development, identify performance concerns, evaluate work, and provide feedback. Responsible for building an effective team by supporting and responding appropriately to concerns and facilitating constructive resolution to team issues. Ensures that staff members understand and comply with established federal, state, and other funding source guidelines, policies, and procedures. Communicates current program policies and procedures to program and Agency staff, outreach partners, community organizations, and energy vendors. Provides training and technical assistance to community outreach partners taking applications for energy assistance. Acts as a liaison between CAO and the utilities. Sends daily/weekly/monthly reports to the utilities to make sure that all payment information is communicated correctly. Tracks OLGA funding and balances it weekly with NWN. Part of the Energy and Emergency Rent Assistance Program Leadership Team. Attends biweekly meetings (leadership and file review meetings) and helps make and implement decisions regarding policies and procedures. Strictly adheres to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately. Strictly adheres to agency code of ethics and standards of workplace behavior. Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards. Marginal Functions and Responsibilities : Other marginal functions and responsibilities as assigned. Required Education/Training/Experience: Associate's Degree in social services or related field and a minimum of two (2) years of related experience. An equivalent combination of education and experience may be considered. Ability to assign, coordinate and supervise the work of others. Proven ability to work effectively with low-income, disabled, senior, and minority populations. Ability to work both collaboratively as part of a team and independently with little supervision. Experience coordinating with other professionals and social service agencies. Excellent communication skills. Strong organizational skills and ability to manage multiple tasks of competing priority with accuracy. Advanced of proficiency in technology tools such as Microsoft Office applications, databases, spreadsheets (including formulas and tables), charting, etc. Preferred: Prior direct supervisory experience. Bilingual English/Spanish written and verbal. Required Licensing or Other Special Certifications: N/A Required Physical Demands of Essential Functions and Responsibilities: Work is performed in an office, conference rooms, and other public settings and agencies. In normal work day, may stand/walk 6__ hrs/day; may sit _6_ hrs/day; may drive _1_ hrs/day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _6_ hrs/day; may use hands at or above shoulder level for _2_ hrs/day. In normal work day, may bend, squat, and/or climb frequently. Work is light in nature, lifting and carrying up to 30 lbs. Requires both sitting at a desk for up to 8 hours a day.
