POSITION SUMMARY: The Property Development Group Project Manager leads the Property Development project management activities and a team of project management professionals for the organization. The primary responsibilities of this position is to actively manage and mentor the team, develop and implement capital Project Management practices and standards, implement and track department metrics, deliver capital projects on time and on schedule, and ensure alignment with organizational and department goals. Projects include, but are not limited to: facility renovations, building systems upgrades, signage, and new location build outs. Escalation and coordination point for the project management issues from internal stakeholders and external groups. This role requires a customer service attitude and senior-embracing mindset with an emphasis on collaboration and relationship building. The successful candidate must possess and demonstrate transparent communication, change management experience, consistent reporting, and strong leadership abilities across multiple levels of the organization. Roles and Responsibilities: Creates, implements, and manages workflows, continuous process improvements, standardization, document templates, benchmarking, and success metrics for the department. Provides daily oversight to a small group of capital project managers: daily communication, assign tasks and projects, setting deliverables and deadlines, and follow up. Hire, onboard, train, and manage new staff. Help staff resolve disputes and issues. Actively supervises, manages, supports, coaches, trains, directs, evaluates performance, and provides feedback and corrective action for staff. Trains staff on, and ensures adherence to, project management and project management office concepts, acting as the owner's representative, analytical techniques, written documentation protocols, departmental standards, and organizational procedures. Set individual and team goals. Identifies and applies career advancement opportunities for staff. Delivers oversight and monitors work of project managers; coordinates work efforts and reviews work performed; schedules and manages for integration of quality management during all phases of a project from discovery through execution; guides the project managers in collection of project requirements, objectives and stakeholder expectations; and provides accountability. Transfer information from the organization and Director of PLACEs to staff and communicate the team's performance to Director of PLACES. Provide timely and consistent Property Development status reports, identify and communicate potential project risks, and develops mitigations and recommendations to Director of PLACES. Supports and guides the Property Development team in utilizing cross-functional tools, efforts, and active communications with project stakeholders during all project phases: Discovery, Scoping, Planning, and Execution. Develops and maintains project cost in accordance to control accounts guidelines. Prepare accurate financial estimates for future projects and also prepare the monthly budget forecasts. Request data on the accounting and financial practices to ensure that project actuals do not exceed the budget. Manages financial aspects of contracts (fee payment, income/expenses, etc.) to protect organization's interest and simultaneously maintaining strong business relationships. Reviews, validates, and approves contractual compliance of project invoices with the assigned project manager. Guides the assigned project manager to establish a project budget, facility-related success metrics, baselines, and report variances.Ensures each capital project has a detailed work plan and schedule developed based on project understanding from the assigned project manager and project team members. Provides support in the management of project budget and cost control functions including budgeting, scheduling, change management, estimating, tracking progress, forecasting, and earned value management. Manages stakeholder interactions and expectations. Leads internal and external project risk reviews and consults with the Legal Department to ensure activities are meeting safety regulation standards and compliance. Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work). Prepares project status presentations, highlighting key accomplishments, risks and changes. Develops, prepares and presents complex analysis for Director of PLACES and Senior/Executive Management review. Performs weekly evaluations of staff resource plans, project critical paths, and other ad hoc analysis and reports. Perform cost and performance measurement analysis against planned and estimated scope. Guides the project managers to develops and manages the overall project planning and updates on a weekly basis; liaises with all stakeholders to proactively manage escalations by ensuring clear and timely communication of progress; produce regular project reporting showing progress against scope, time and cost. Assists project managers with tracking project progress and perform analysis of bottlenecks, trends and critical path. Assist project managers in the management of extremely large, multidiscipline projects. Guides project managers in identifying and resolving deviations from established contract project controls and reporting requirements. Define high level facility-related success metrics and document stated benefits to assist senior leaders with business case and ROI development and define acceptance criteria. Supports and participates in the development of new and existing programs. Maintains accountability for and directs others in creation and maintenance of the building standards. Exercises independent judgment in developing methods, techniques and evaluation criterion for obtaining results. Perform other related duties as required. Required Qualifications: Bachelor's Degree in related field 10 years experience capital Project Management 2 years leading in a capital project management team Knowledge of Microsoft Project or other project management scheduling tools. Excellent communication skills both written and verbal. Strong interpersonal skills including ability to build strong relationships Proficient in Microsoft Office applications, BOX, and Smartsheet. Ability to read plan sets/drawings. Proven experience with obtaining governmental project permits. Ability to exercise tact, courtesy, and ethics when dealing with vendors, co-workers, and customers. Excellent time management skills with a proven ability to meet deadlines. Excellent verbal, written, presentation and organizational skills Strong organizational and analytical skills Ability to drive improvement in on-time, on-budget project delivery, while maximizing utility rate recovery. Strong leadership skills with the ability to influence effectively without direct authority, balancing between competing priorities while remaining flexible and creative. Knowledge of California Accessibility requirements for varying facility types Knowledge of use and cost of building materials. Knowledge and understanding of project accounting and accrual collection. Demonstrated strong presentation skills. Interest in creating a new standard of care and growing an impassioned service oriented culture that will empower and inspire the team (internal or external) to go above and beyond to achieve the best end result. Demonstrated experience providing a high-quality, high-touch customer service experience. Good organization and prioritization skills to execute work accurately and largely self -directed, handle multiple priorities, and analyze reports and trend activities. Proficient in project planning and life cycle development. Familiarity with various project methodologies and certifications such as SCRUM and agile -Strongly Preferred.
