POSITION SUMMARY: The HIM Manager is responsible for the successful implementation of the Health Information Management process. This includes, but is not limited to, the management of workflow and personnel to achieve set turnaround and throughput times, process development and refinement, data analysis and aggregation to identify system or facility opportunities, acting as a liaison with other departments at Howard County, direct supervision and education of staff, and the fulfillment of HIM department objectives. The position will be working with all levels of staff and leadership across the organization and in collaboration with Avera HIM leadership. Key to this position is strong leadership, teamwork, and process management/improvement abilities. ESSENTIAL FUNCTIONS/DETAILED DUTIES: Develops specific procedures to ensure that confidentiality of health information is maintained and supervises the release of health information. Responds to requests for health information from lawyers, insurance companies and patients, including legal documents such as court orders and subpoenas. Supervises the filing of birth certificates and paternity affidavits. Also supervises health data collecting and process activities such as coding and abstracting of medical records and submission of data to the Iowa Hospital Association Supervises the transcription of all dictated medical records. Monitors the accuracy of quantitative analysis of health records. Supervises the filing and maintenance of active and inactive primary records and retrieval activities. Applies existing policies for the retention of health information. Gathers information needed to fulfill specific health information reporting requirements related to applicable legal, licensing, and accreditation requirements, as well as administrative and clinical statistical reports. Follows existing procedures for coding diagnoses and procedures using the most current classification system and coding guidelines to assure accuracy and compliance. Prepares Medical Record Review for the Medical Staff/UTI/QI meeting. Acts as the Compliance Officer and HIPAA Officer. Is responsible for oversight of Compliance Committee. Is responsible for responding to and reporting HIPAA complaints to the appropriate personnel. Plans and facilitates annual compliance and HIPAA education to staff. Develops, implements and evaluates new and existing programs/processes to improve the level of service to patients; collaborates with other hospital, clinic, medical staff and community leaders as appropriate. Coordinates quality initiatives; establishes expectations, plans, prioritizes, and manages the performance improvement process ensuring implementation of processes to measure, assess and improve performance. Participates in interdisciplinary, interdepartmental performance-improvement activities acting on recommendations generated through these activities as appropriate. Monitor customer/employee satisfaction data. Develops departmental goals and objectives based on the organization's strategic plan and input from employees, contracted staff, physicians and customers. Develops a fiscally responsible annual budget based on the organizational strategic plan and department statistics including reimbursement analysis and a strategy to monitor financial performance. Implement necessary corrective plan as appropriate. Assists in establishment of capital priorities through collaboration with Administration and department staff. Responsible for effective utilization of staff and for hiring, orientating, counseling and disciplining staff. Plans, implements and evaluates staff development activities including orientation, in-service training, competency assessment, continuing education, and the performance appraisal process. Ensures compliance with accreditation and regulatory standards. Develops audit plans and implements as a result of findings or new regulatory standards. POSITION QUALIFICATIONS: Associate's or bachelor's degree is required Degree in health information administration from an American Health Information Management Association (AHIMA) accredited school preferred or equivalent health care field accepted. A minimum of two years of previous Health Information Management experience preferred. A minimum of one to two years of leadership experience is preferred AHIMA's certification preferred: Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) Job Posted by ApplicantPro
