POSITION PURPOSE This position is responsible for the management of Assigned Facilities Assets and Direct Personnel. This position is expected to provide leadership and guidance for others in the department, and is responsible for fostering good working relationships with other departments within the organization. This position will operate with a high degree of autonomy and it is expected that personnel in this position exhibit excellent decision-making skills. This position is required to ensure that assigned facilities are kept in a state of good repair and are maintained in a professional manner. Assures appropriate steps are taken to implement objectives set by Facilities Manager, Assistant Director of Facilities and the Director, keeps Facilities Manager informed of decisions, actions and results. This position is managerial in nature and is expected to spend 40% of their time working from the office and 60% of their time in the field over the course of a year. ESSENTIAL DUTIES SAFETY & TRAINING Safety is the top priority at RFTA and this position is responsible for the following safety activities:•Responsible for ensuring that all safety training of the staff is kept current. Enforcement of all safety rules and guidance.•According to department standards, conducts periodic safety inspections, walk-a-rounds, and training meetings to educate subordinates and promote an atmosphere of safety.•Must become certified trainer for any specific trainings to meet department needs. ADMINISTRATIVE This position is responsible for all the day-to-day administrative duties that are customarily required to manage a professional facilities department. This includes but is not limited to:•Budget: Monitors the department's line item budget and reports any variances to the Facilities Manager. •Policies and Procedure's: Assists in the adherence of facilities operating manual and department and organization policies such as but not limited to: safety training, regulatory compliance, vehicle policy, uniform policy, bonus programs etc., •Procurement: Manage procurement processes to provide services for the organization. The Facilities Supervisor will be responsible for producing the Statement of Work (SOW) and Independent Cost Estimates (ICE), utilizing the CDOT list of items, and the CDOT Cost Data, or other acceptable cost data for each type of Service Provider (SP) and will assist with the procurement of each SP. •EAM: The Facilities Supervisor will be responsible for ensuring direct reports utilize the Enterprise Asset Management (EAM) software to manage the facilities staff and the organizations assets. oAsset managementoPreventive maintenanceoWork orders•Staff Management: Facilities Supervisor will be responsible for the management of the assigned facilities staff and provide them with clear direction, will complete annual reviews by documenting employee's performance and ensure their training is up to industry standards. Supervisor will review and approve direct reports bi-weekly payroll submissions and monthly credit card reconciliation. Review, correct and code invoices in the UMB system for final approval by the Facility Manager •Regulatory compliance: Facilities Supervisor will ensure that all Federal, State and Local inspections and permits are completed and up to date and that the organization is compliant with all applicable rules and regulations. Asset Management This position is responsible for the management of the organization's assets. The tasks and responsibilities for this function include but are not limited to:•Ensuring all assets are professionally maintained and function as designed.•Ensures that all assets preventive maintenance is preformed according to the manufacturer's specifications and warranty requirements. •Ensures that all assets meet the Federal and State definitions for state of good repair guidance. oState of Good Repair Reporting - Report on the condition of all assets funded by the FTA or CDOToNational Transit Database (NTD) reporting for the Federal Transit Administration asset condition tracking systemoTransportation Asset Management (TAM) Asset Condition Rating Assessments to meet the asset management requirements for CDOT.•Completes daily review of work orders to ensure staff is completing work and correcting inputting data.•Completes monthly managers inspections and updates condition ratings on assets as needed. •Works with the Facilities Manager to review asset lists, inspections, reports, tasks, etc. and update as necessary. CONTRACT MANAGEMENT This position is responsible for management of the service contracts for contractors who provide services to RFTA:•Insuring that the contract terms for the service contracts are being are being adhered too, and if not, enforcing the terms as outlined in the contract.•Review and codes invoices from contractors. •Assist in the writing of scopes of work for these vendors and process them with procurement. •Organizes Snowplowing Facilities during the winter as needed.•Oversee Landscaping and Trash contracts. REGULATORY COMPLIANCE Responsible for managing, maintaining, and completing inspection logs, certifications, and compliance with all state and federal regulatory agencies that RFTA is required to comply with. Accurate records must be kept of all compliance documents. including but not limited to: •Storage of hazardous materials & all pertinent Safety Data Sheet•Fuel and oil•CNG•Storm Water Reporting•Fire extinguishers•Backflow preventers•Fire suppression systems•Fire alarm systems•Radioactive ReportingOTHER DUTIESCompletes other duties as assigned. JOB SPECIFICATIONS SAFETY Must understand and adhere to departmental, organizational, and industry safety standards and practices. Safely operates vehicles and equipment. Proactively maintains a safe working environment with regard to all job duties. Routinely attends and participates in safety training, meetings, and inspections. Bring all safety issues and concerns to department supervisors and to the Safety and Training Manager. Must wear all Personal Protective Equipment when needed. KNOWLEDGE, SKILLS AND ABILITIES Advanced knowledge of the repair and maintenance of all facilities, equipment, systems and infrastructureAdvanced ability to effectively manage time and workload, which includes prioritizing, organizing, and following-through on a variety of tasks, assignments, and projects to meet deadlines and ability to provide direction to others over a large physical area of responsibility (Aspen to Rifle). Advanced supervisory and managerial skills and ability to guide and motivate employees in a positive working environment and the ability to work harmoniously with others and abide by the RFTA code of conduct.Adheres to and actively works towards personal, department, and organizational goals and performance standards.Advanced computer skills and data entry ability.Advanced working knowledge and understanding of federal, state, and local laws/regulations relating to department operation; solid knowledge of OSHA and safe working practices and procedures.Ability to problem-solve and diagnose issues based upon knowledge of equipment and facilities.Ability to read, comprehend, and follow instructions found on Safety Data Sheet, product labels, in employee safety manuals, and emergency procedures manuals.Solid understanding of the various construction trades such as but not limited to, painting, drywall, carpentry, plumbing, HVAC, and electrical skills.Advanced knowledge of safe material handling and routine maintenance working practicesAdvanced ability to safely operate all equipment associated with Facilities and GroundsSolid ability to physically perform work required.Advanced mechanical aptitude in all equipment associated with Facilities and Grounds. QUALIFICATIONS EducationBachelor's degree in project management, business or engineering or equivalent knowledge required to successfully perform the job duties, including ability to understand, speak, read, in English and excellent communication and writing skills.Certifications and Licenses to be obtained in the first 1-3 years of employment. Must possess and maintain a valid Motor Vehicle Operator's License Underground Storage Tank (UST) A/B and CCompressed Natural Gas (CNG) Fueling Certifications CNG Safety and Operation Training and CertificationIndustrial Storm water management certificate HazMat Certification EXPERIENCE Supervisory experience - 5 yearsFacilities management - 2 yearsProject management - 2 yearsExperience in a variety of construction trades. ON-THE-JOB TRAINING A minimum of three (3) years but less than four (4) years of on-the-job training is normally required to perform the job effectively. EQUIPMENT UTILIZED Hand and power tools, motorized vehicle, bobcat, man lifts and scissor lifts, sweepers pickup truck with a plow, and other light equipment will be utilized on a daily basis. SOFTWARE UTILIZED Ability to navigate and enter data into Enterprise Asset Management (EAM), CMiC- Construction Software, and Microsoft Project (or similar) to track projects and project schedules, Microsoft Office Suite, and other software needed for inventory management and be able to produce reports from these systems. A wide variety of computer software is utilized to document activities; electronic testing/inspection equipment SCOPE OF AUTHORITY Some precedents and/or procedures exist. Incumbent is expected to handle different and specialized situations in the department or functional area. Work is periodically reviewed at certain steps prior to completion. Incumbent plans own work and the work of others in one or more departments. Prepares and develops plans for projects and programs involving coordination with other departments and/or outside organizations.Follows established practices or internal procedures/guidelines including operating manuals for various pieces of equipment and RFTA Personnel Manual and Facilities and Trails Handbook. FINANCIAL AUTHORITY This position is responsible for the supervision and completion of projects up to $500,000, for direct purchases up to $10,000 and for project approval up to $TBD following RFTA Procurement Process for anything above this amount. COMMUNICATION SHIFT DIFFERENTIAL POSSIBILITY InternalContact with Administration and Facilities Department personnel, Operations Supervisors, Bus Operators, and Vehicle Maintenance employees on a regular basis to obtain and exchange direction and information.ExternalPeriodic contact with vendors, other transit agencies, industry associations, equipment manufacturers, and PUC/DOT Law Officers, Fire Dept., EPA, OPS, CDPHE, and other regulatory agency personnel (FTA, CDOT, etc.) to obtain, convey or exchange information.Facility and Trail Technicians that are broken out of their normal duties to assist with snowplow activities are eligible for a shift differential defined by the snowplowing and on-call policy. SUPERVISORY RESPONSIBILITY Directly supervises up to ten employees (1-10). Supervisor has the responsibility for assigning and scheduling work, training, disciplinary discussions. Makes assessment on assigned staff on appraising performance and promotions/transfers. WORKING CONDITIONS Position requires strenuous physical work. Heavy lifting, pushing, or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently. Works in a typical industrial environment.Encounters exposure to moving equipment and vehicles, and related fumes and chemicals. Works in all weather conditions, at varied shifts, and on the roadways. May come into contact with bodily fluids. Works with hazardous and toxic materials while strictly adhering to all safety rules and regulations pertaining to their use, storage, and proper disposal. Personal protective equipment is provided and must be worn when appropriate.RFTA has a Uniform Policy for the Facilities and Trails Technicians. Facilities Supervisor is expected to adhere to this policy and ensure Facilities Staff is as well.
