JOB SUMMARY The Downtown Manager is responsible for promoting the vitality and exceptionalism of Downtown Conroe through economic development, Main Street programming, historical preservation, infrastructure improvements, cultural arts, destination marketing, grant funding initiatives, and maintaining strong working relationships with the business community and government agencies. This exempt position maintains a high level of visibility for downtown and the downtown enhancement effort. In accomplishing these objectives, the Downtown Manager supervises one (1) Administrative Specialist II position. The Downtown Manager reports to the Assistant City Administrator/Director of Finance. QUALIFICATIONS Education and Experience: Bachelor's degree or higher in related field of study from an accredited college or university required, plus three or more years of experience in historic preservation, economic development, retailing, marketing, non-profit association management, design or related field; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Special Requirements: Master's Degree in business or public administration preferred. Possession of a valid class "C" Texas driver's license required. Knowledge, Skills and Abilities: Excellent communication and public relations skills, including the ability to use diplomacy and tact. Knowledge of principles and methods of organization and leadership of development and Main Street program planning, promotion, implementation, operation, and evaluation. Ability to develop new and innovative programming and be a creative problem solver. Ability to develop and maintain a data system to track progress of projects, events, and downtown development efforts Ability to plan, prioritize, delegate and carry out work with minimal supervision. Ability to cooperate in a professional, courteous manner with staff, volunteers and the public. Ability to research methodology, activities and analysis of marketing initiatives, goals, and programs. Must be able to read and interpret building/land development codes, municipal codes and ordinances, regulations and guidelines pertaining to revitalization; must have ability to prepare budgets, program/project documentation, reports and marketing materials. Skilled in current computer software (Microsoft Office, Word, Excel, Access, Outlook, PowerPoint) Ability to exercise good judgment, make competent decisions, handle multiple projects, prioritize and organize work assignments for self and subordinate employees, meet deadlines, and work well under pressure and stress.
