Description:
MDW Associates is seeking a Financial Analyst with demonstrated PPBE experience to provide support to the Defense Advanced Research Projects Agency (DARPA) Comptroller in Arlington, VA. In this position you will act as the liaison between the Comptroller's Office and the technical offices which are charged with conducting research and development of advanced military systems and technologies. Essential job functions will include but may not be limited to: Assist with the creation of Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs), verify approved funding, assist with reviewing MIPRs PRs for accuracy and adherence to applicable regulations Assist other financial SETAs to resolve MIPR PR issues, and provide training and assistance with the Defense Agencies Initiative (DAI) and CMIS applications Monitor DARPA's financial systems to verify commitment, obligation and expenditure status; and assist in collecting obligation documentation and invoices to ensure data is posted in a timely manner to appropriate accounting systems Assist in the preparation, maintenance, and tracking of program financial information to execute program baseline analyses and assessments to include program plans, work breakdown structures, milestone schedules, cost and other documentation necessary to assure programs are in technical, schedule and cost compliance and are positioned to meet agency and department benchmarks Provide preparation, maintenance, and tracking support to execute cost and performance analyses and management reporting procedures to report the status of contracted efforts, identify concerns, and propose solutions Assist in analyzing, forecasting, tracking, and updating commitment, obligation, and expenditure data for the office budget Create custom ad hoc financial reports Organize, track, and provide recommendations for the future years' defense planning (FYDP) to include developing the POM BES RDDs and office strategy Collect, track and analyze R&D performer status reports and provide monthly reports to document the results of the analysis Required Skills & Experience: Planning, Programming, and Budgeting Execution (PPBE) process Dormant Account Review Quarterly (DAR-Q) experience Analyzing financial documents and identify problems Familiarity with Department of Defense (DOD) acronyms and processes Knowledge of Enterprise Resource Planning (ERP) systems Automated system experience to include database maintenance and reporting Extracting and reporting reliable data Knowledge of basic accounting principles Ability to anticipate, project, and plan accordingly Sound oral and written communications skills Communicating with various levels of personnel Education Requirement/Required Years of Experience: Bachelor's degree in related field and 2+ years' related experience required. An additional 4+ years may be substituted in lieu of degree.
