The Home Youth Services Program Manager will be responsible for coordinating and implementing housing and support services programs including the administration of the Youth Homelessness Demonstration Program (YHDP) grants. This position will directly supervise program staff, oversee program operations and workflows and develop policies and procedures. Candidates must apply by 04/27/23 in order to be considered for first round interviews. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Four years of work or volunteering experience in fast-paced customer service, healthcare, education, social or community services or related public-facing sectors. One year of program management experience preferred. Course work in social sciences or related field required; Associates degree in social sciences or related field preferred.Equivalent combinations of education, various experience and training may be accepted. Preference will be given to candidates with work or volunteer experience working with special needs population and/or experience working with youth or high risk youth 11-18 years of age. Prior training experience in the following areas preferred but not required: CRP/First Aid, Food Handler's, Mandatory Reporting, Privacy Laws, Trauma Informed Care, Suicide Intervention, Collaborative Problem Solving, and Recognizing & Reporting Child Abuse & Neglect. Training completion required within specified timeframes to retain active employment. KNOWLEDGE, SKILLS and ABILITES Proficient in the use of Microsoft Word, Excel and Outlook. Ability to read, analyze and articulate technical procedures and governmental regulations. Must possess excellent planning, organization and time management skills. Ability to effectively communicate both orally and in written form. Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners. Ability to effectively de-escalate heightened interactions. CERTIFICATES, LICENSES, REGISTRATIONS Driver qualification status required for this position. Valid driver license and insured vehicle available for use on-the-job with satisfactory drive record for the past 5 years. Candidate must pass Oregon Department of Human Services criminal background check. This position is subject to MWVCAA's Mandatory COVID-19 Vaccination Policy for client-facing positions. ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Program Management Manages HOME Youth Services YHDP projects: Joint Transitional Housing-Rapid Rehousing Support Services Coordinated Entry Oversees data collection, input, and analysis. Adjusts program as necessary in response to data. Develops, evaluates and implements program materials, policies and procedures. Actively and effectively participates in internal and external meetings, the local Continuum of Care, trainings, and other compliance events. Program Implementation Takes crisis calls: conducts crisis intervention over the phone and in-person (land line, cell phone and social media). Issues appropriate youth consequences as needed, according to policy and procedure. Advocates for and obtains services for youth and their families. General Expectation Effectively presents information and responds to questions from clients, customers, partners, and the public. Demonstrates experience and understanding in working with the at-risk, homeless, runway and street youth population as well as community partners and social service agencies. Creates and maintains positive relationships with staff, youth and youth's families with ethical boundaries. SPECIALIZED DUTIES THAT MAY BE SHARED BETWEEN ALL MANAGERS: Provides direct supervision to youth in adherence to program and licensing requirements. Serves as lead on program wide projects such as data collection, community-based initiatives, creating workflow guides, and staff development. Cross-trains to cover youth sites including dispensing medications and providing dire supervision of youth residents. SUPERVISORY RESPONSIBILITIES Directly supervises approximately 15-18 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The YHDP Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints. PHYSICAL DEMANDS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties and responsibilities. Required to frequently reach with hands and arms; regularly required to climb or balance; required to stand; walk; stoop, kneel, or crouch. Able to physically and mentally tolerate escalated, and occasionally destructive behavior from youth or other clients. Able to de-escalate others and respond calmly, and lead others in a crisis. Regularly lift and/or move 10 pounds and occasionally lift and/or move up to 50 pounds.Manual dexterity for handling office equipment. WORK ENVIRONMENT use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior. Mostly indoor work environment with frequent interruptions and demands. Working evenings and weekends when necessary. Occasionally exposed to outside weather conditions.
