JOB SUMMARY - RECORDS TECHNICIAN: Handles sensitive information and requests requiring confidentiality. Performs a variety of complex and simple tasks in the records/reception area of the Archuleta County Sheriff's Office such as: Performing technical work regarding the input, review, maintenance, storage, retrieval, and destruction of Sheriff's Office records relating to criminal justice activities. SUPERVISION RECEIVED: Receives supervision from the Office Manager. SUPERVISION EXERCISED: None RECORDS TECHNICIAN - ESSENTIAL FUNCTIONS: The duties described herein are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Processes requests for information from the public and other law enforcement agencies in compliance with Colorado Open Records Ace (CORA). Processes requests for information from the public and other law enforcement agencies in compliance with Criminal Justice Records Act. Assists with National Incident Base Recording System (NIBRS) reporting. Disseminates both case information and evidentiary items to DA's office, county/district courts, DMV and other law enforcement entities with appropriate tracking for chain of custody. Responsible for the timely and accurate sealing of criminal justice records per Court order. Assists in the retention schedule process of criminal justice records, including scanning and destruction of said records. May be required to obtain notary certification in order to serve as an ACSO notary. Receive requests from Deputies for special or specific information /follows up with appropriate information and relays the same back to the Deputies/Detectives. Makes recommendations for establishing schedules and methods for providing records management services. Performs a wide variety of technical and clerical law enforcement support duties related to collecting, maintaining, processing confidential law enforcement data and information such as ACSO reports and arrest documents. Maintains a schedule of court hearings and notify officers of hearings or changes regarding hearings. Maintain Records Unit supplies. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of records management. Assists citizens at the front desk and through telephone contact. Processes payments and collects fees for a variety of tasks. Manages the Archuleta County Sheriff's Department arrest records, booking and criminal history records, ensures work quality and adherence to established policies and procedures and performs. Participate in the development of policies and procedures of assigned work areas; make recommendations for changes and improvements to existing standards and procedures. Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures for assigned areas. Process criminal record sealing and purging of documents pursuant to court orders. Prepare analytical and statistical reports on operations and activities. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of records management. Attend trainings as required. Perform related duties as required. MINIMUM QUALIFICATIONS - RECORDS TECHNICIAN: Minimum twenty-one (21) years of age. Possess the highest degree of integrity and strong interpersonal skills. Education : Equivalent to the completion of the twelfth grade, supplemented by two years of college level course work in law enforcement, preferred. Bachelor's degree or higher preferred. Experience : Prior experience in working with and/or managing records, in a law enforcement agency preferred. Four years of police records management experience preferred. Licenses and Certifications : Possession of, or ability to obtain, a valid Colorado Driver's License. KNOWLEDGE OF: Scope and application of local, state, and federal laws and regulations pertaining to public safety, law enforcement, laws of arrest, civil and criminal matters. Sheriff's Office and County rules, regulations, policies, procedures, standard operation procedures, and professional and ethical standards of conduct. Principles, practices, and objectives as related to the Sheriff's Office Mission Statement, Core Values Statement and the Law Enforcement Code of Ethics. Operations, services and activities of a law enforcement records management program. Principles and practices of data storage, retrieval and processing. Methods and techniques of record keeping. Modern and complex principles and practices of the criminal justice system. Court procedures/requirements concerning criminal case filings. Pertinent federal, state and local laws, codes and regulations. ABILITY TO: Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations as well as members of the community. Adhere to and ensure compliance with departmental professional and ethical standards of conduct. Exhibit discretion and provide professional customer service to clients and public. Communicate clearly and concisely, both verbally and in writing. Pass random drug and alcohol testing. Ability to read and understand written documents, maps, legal documents, CCIC/NCIC and motor vehicle records and/or related materials as required for the performance of the job. Follow procedures and practices that support Sheriff's Office philosophy. Organize and administer a law enforcement records management system. Apply applicable codes and regulations to records management. Accurately utilize assigned law enforcement software applications and computer programs. Operate office equipment including computers. Interpret and explain County policies and procedures. Interpret and apply current legislation to law enforcement records management. Prepare clear and concise reports, when necessary. MENTAL ACTIVITIES Reasoning : Ability to apply common sense understanding to carry out assigned duties, ability to reason with a diversity of cultures and individuals and difficult conditions and often strong and vocal viewpoints. Logic : Ability to perform basic skills, including organizational and process management, ability to use mathematical skills in traffic accident investigations as well as other reports which require calculations. Language/Communication : Ability to communicate clearly and concisely orally and in writing, ability to establish effective working relationships with employees, other agencies and the general public, ability to communicate with others under stressful conditions. PHYSICAL DEMANDS AND WORKING ENVIRONMENT: The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical : Essential and marginal functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; visual acuity. Requires frequent moderate lifting/carrying (up to 49 pounds) and occasional heavy lifting/carrying (50 pounds and over) of supplies and equipment. Work with hands above shoulder height or arms extended at shoulder height. The employee is required to use hand to finger, handle, grasp or feel objects, tools, or controls and reach with hands and arms. Requires repetitive movement's standard in office related activities such as typing, sitting and standing, talking in person and via telephone. This position is occasionally required to stoop, kneel or crouch. Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents. Hearing : Hear in the normal audio range with or without correction. WORK ENVIRONMENT: The work environment characteristics described herein are representative of those an employee may encounter while performing the essential functions of the job. Work is typically performed in a quiet office. That office may (potentially) be exposed to hostile or argumentative clients. Occasionally work is performed in emergency and stressful situations and the employee may be exposed to hearing alarms and hazards associated with crime and other emergency incidents, including smoke, noxious odors, fumes, chemical, liquid chemicals, solvents and oils. During these emergency situations, the employee works in outside weather conditions, including temperature extremes during day and night hours. The employee is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxins or chemicals.
