POSITION PURPOSE This position is responsible for supporting the RFTA Project Manager through all phases of theAuthorities capital projects from conception through closeout and commissioning. ESSENTIAL DUTIES 1. Assists the Senior Project Manager and RFTA Project Managers: (Approximately 15% ofresponsibilities) Aid in the direction and coordination the of the design and constructionteams, architect or design engineer, general contractor, subcontractors, and otherprofessionals engaged by RFTA to support various capital projects. Will be responsiblefor the preparation of reports for tracking progress of design documents, any variancesor related items generated from State and Federal funding requirements. Will alsocoordinate planning/design/construction oversight activities among AE1 Support team.2. Administration: (Approximately 15% of responsibilities) This position is responsible forall the day to day supervisory and administrative duties that are customarily required toprofessionally manage capital projects: This includes but is not limited to:o Assisting with the Owners Project Team of RFTA staff and consultants to design andimplement the RFTA capital projects.o This position must be competent and knowledgeable in all aspects of capital projectdevelopment, design and construction.o Processing and managing all project relevant documents in CMiC and other softwareprograms.o Organizing project design and construction work in an efficient manoro Reporting to the Senior Project Manager or RFTA Design Manager on the status of thedepartment's capital projects. Assures appropriate steps are taken to implementobjectives set by the CEO and Board of Directors; keeps the CEO informed of decisions,actions and resultso Assist in the organization and management of teams of architects, engineers, landplanners and other professionals to plan design, engineer and construct new facilitiesand infrastructure.3. Capital Projects and Project Management: (Approximately 70% of responsibilities) Thisposition is responsible for providing support for the organization's capital improvementprojects to ensure that all project are professionally designed, managed andconstructed, These duties include but are not limited to:o Assist in the oversight and inspection of assigned aspects of project construction siteand managing general contractor. Duties include coordinating the projects with otherRFTA departments, working to minimize negative impact and insuring that all customaryrules and regulations are followed.o Is responsible for the management of general contractors to construct the organizationscapital projects and manage these projects in a professional manor.o Is responsible for the contract managements associated with managing capital projectsincluding the processing of pay applications, claims, MCR's, RFI's and other associatedpaperwork.o Responsible for the implementation of the RFTA quality assurance program and insuresall appropriate tests and inspection are performed. Assures project compliance withRFTA, City, State, FTA and Federal regulations and requirements.o Work with local state and federal governments to coordinate joint projects thatcomplement the organizations goals and mission. Ensuressupervisors are aware of any relevant events or issues with employees, equipment, orperformance INCUMBENTS ARE HELD ACCOUNTABLE FOR ALL DUTIES OF THIS JOB JOB SPECIFICATIONS KNOWLEDGE/SKILLS AND EXPERIENCE Good knowledge in the development, design and construction of horizontal and vertical projects.Knowledgeable in organizational, planning, execution and review skills.Competent in the management of general contractor and teams of professionals to develop design andconstruct capital projects.Ability to take initiative and act independently.Ability to be creative and to adapt to new situations and project challenges.Solid computer, administrative, organizational and personnel management skills.Solid knowledge of regulatory law related to areas of responsibility.EducationBachelor's degree is required in construction management, building or construction sciences; orcivil, structural, or mechanical engineering.Excellent communication skillsExpert ability to maintain positive working relationshipsAbility to direct contractors and consultantsExpert ability to read and interpret construction plansExperience with cost, schedule and technical softwareSolid knowledge of computers and Microsoft OfficeSolid knowledge of state and federal grant and procurement policiesSolid ability to work with representatives of federal, state and local government agenciesMust possess a valid Colorado Driver's License Experience  5 Years of progressive work experience in design or construction industry, transit projectspreferred 3 years of work experience in the management of construction projects with budgetsexceeding $1 million.. On-the-Job Training A minimum of one (1), but less than two (2), years of on-the-job training is normally required toperform the job effectively.Equipment UtilizedEquipment requiring involved set-up, adjustments and operational procedures (e.g., wordprocessing equipment, personal computer, scanners and digital copier/printer). Hand and powertools, safety equipment, testing instruments and light equipment also utilized. Software Utilized CMiC, Suretrack, Power Project, Microsoft Suite (e.g., Excel, Word, Outlook)SCOPE OF AUTHORITY Few and sometimes no precedents or procedures are available. Incumbent originates and developsvery complex ideas in new and undefined areas, which have an impact on the outcome of capitalprojects. May make commitments on behalf of the organization as situation warrant but needs toexercise good judgment and common sense. Work is periodically reviewed at certain steps prior toand at completion.Practices and written procedures available for this position include:• Procurement Manual• RFTA Personnel Policies & Procedures Manual• Project management plan• Local, state and federal guidelines/regulations relating to areas of responsibility FINANCIAL AUTHORITY This position is responsible for the following once budgets have been approved and contracts havebeen signed.• TBD - project dependent if utilized on smaller projects. COMMUNICATION InternalContact as needed with RFTA Senior Project Manager and Project Manager by phone, emailand/or in-person to discuss department projects/issues/concerns/needs and to facilitate, asnecessary.Contact as needed with RFTA department heads and managers by phone, email and/or inpersonto provide information, to ask and to answer questions, and to coordinate tasks andprojects that involve / impact other RFTA departments.ExternalContact as needed with designers, contractors and suppliers by phone, email and/or in-personto provide supervision of RFTA-related projects. SUPERVISORY RESPONSIBILITY • Intermittent oversight of on-site construction activities and personnel employed byGeneral Contractor and their Subcontractor's. No direct RFTA staff will report to thisposition. WORKING CONDITIONS Moderate physical activity required by handling objects up to 50 pounds occasionally and/or up to20 pounds frequently.Approximately ten percent (10%) of time spent traveling throughout the Roaring Fork Valley to attendmeetings, to observe work on RFTA capital projectsPeriodic travel throughout the State of Colorado and infrequent travel to other parts of the countryfor training and/or certification seminars required.
