MUST APPLY DIRECTLY TO WWW.JOINTEAMKYLE.COM GENERAL STATEMENT: Under general direction of the Director of IT , performs complex software analysis and is responsible for planning the implementation of enterprise applications, telecommunications, and projec ts. Coordinates the installation or updates of IT related projects and executes project management for IT projects. Performs a variety of complex tasks including development, implementation, configuration, suppor t , evaluation, and recommendation of software systems. Requires independent judgement, discretion, and due diligence in the performance of job duties and responsibilities, as well as sound interpretation of local, state, and federal policies and regulations. Responsible for working with business partners to align technology solutions with business strategies. Demonstrates an informed knowledge of business areas to resolve problems on an ongoing basis. The successful cand idate may be offered a position in either the Application Support Analyst I, II, or III classification, dependent upon their qualifications. At the minimum, a candidate will have two (2) years o f related experience in an IT Application Support Analyst role, or one (1) year of related experience with a bachelor's degree in a related field. ESSENTIAL DUTIES AND RESPONSIBILITIES: Provide business partners (city department and vendors) with guidance and direction of application solutions, considering city IT infra structure and security in all solutions; assist in adhering to service level agreements with departments. Researches, analyzes, architects, develops, implements, and configures technological solutions . Develops user test cases and validates results during testing; executes test cases. Administers, monitors, and maintains one or more IT systems simultaneously. Investigates and analyzes complex business requirements. Provides impact analysis and recommends appropriate solutions. Responds to issues and con figuration changes from users. Assist in compliance of a ll contracts associated with software applications, as it relates to reviewing new contracts, RFP's, renewal payments, re-negotiations, and assist in contract dispute resolution. Establishes liaison relationships with business partners in order to provide technical solutions to meet user needs. Provides assistance in determining the need for a change request and implement those changes. Assist in creating standard documents for all processes and trains the project teams on processes; promotes and understanding of IT roles, processes, and activities to the business units. Identify and evaluate industry trends relating to various applications to serve as a source of information; assist in identifying business priorities and advise on options. Records, tracks, and documents the problem-solving process, including all successful and unsuccessful decisions made and actions taken through to final resolution. Participates in short-term planning sessions with business partners to assess their needs and implement process improvements utilizing a structure requirement process (gathering, analyzing, documenting, and managing changes). Participates in the development of business process models and data flow diagrams for all levels of the organization. Develops, writes, and communicates requirements for implementation of business solutions. Optimize client and internal satisfaction through teamwork and a strong commitment to customer service. Assist in testing all departmental software when new technology is being released by the industry; participate on various project teams as a reference or lead for technology design, configuration, and implementation. Coordinate implementation of major departmental applications, patches, upgrades, and installations with vendor and customers; procure technical assistance if needed to help in problem resolution. Identifies and learns appropriate software applications used and supported by the organization. Assist in gathering and providing system requirements to the network or technician teams. Participate in user and SME groups for all software applications. Assists programmers, analysts, or other personnel in reviewing work, answering technical questions, mentoring, and helping to resolve personnel or technical issues. Participates in the design, development, and delivery of software application training programs and individual classes. Provides user support for installations of system and application updates and manages user access rights for user systems. Performs other duties as assigned. QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS: Graduation from an accredited four-year college or univ ersity with a degree in Computer Science, Management Information Technology, or a closely related field. Or two to four (2-4) years of progressive advancement within the technology industry relating to application system analyst, desktop support, project management, or database administration; or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations. Must have or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle 's vehicle insurance provider.
