Job Title: Management Analyst Job Summary: This position is in support of the United States Coast Guard (USCG) Aviation Logistics Center (ALC). The ALC requires Technical Data Support Services (TDSS). The Management Analyst will support onsite and offsite personnel and various ALC Branches, as well as collaborate with engineers and technical professionals. Responsibilities Include: Support with any software/connectivity issues between onsite and offsite contractor personnel Working with S1000D (International Specification for Technical Publications) utilizing a Common Source Database (CSDB) Defining project scope, project objectives, schedule and milestones, roles/responsibilities of key players/subject matter experts, project assumptions and constraints, project risk analysis/contingency plans and sustainment Monitoring objectives, validating technical accuracy, staying abreast on current and future methods and strategies, identifying performance conditions and standards, and determining proper activities to meet implementation objectives and strategies for ALC implementation on the use of S1000D and IETMs Supporting in the development of Program Specific Business Rules IAW S1000D specifications Communicating technical data requirements to the Government as related to IETMs Providing technical support to the Technical Publication Branch by defining requirements, capabilities, functionality, resolving software, hardware and data issues related to the implementation and sustainment of technical data Monitoring the quality of the converted (new and modified) electronic technical data utilizing a CSDB Analyzing aviation technical data requirements and providing detailed solutions and processes for inducting content into IETM format within USCG-approved IT applications Collaborating with engineers and technical professionals in the writing, editing, and publication of various types of documents Including Process Guides, Desk Guides, and technical standards Supporting the Technical Publication Branch with research Required Qualifications and Skills: Bachelor's degree and 3+ years of experience with S1000D and IETM OR High School Diploma and 7+ years of experience with S1000D and IETM Experience with software engineering technical writing, gathering requirements and proper documentation, such as: Application Requirements, Developer Guides, Coding Standards, Database Design, Software Requirements, and Software Quality Assurance Programs Technically competency in implementation and sustainment of S1000D and IETMs Knowledge of information technology-applicable standards, specifications, and test plan practices Experience with IETM/Interactive Electronic Technical Publications (IETP), development, S1000D conversion and integration international content standards, XML/ Standard Generalized Markup Language (SGML) authoring and creation structured of structured content, Technical Writing authoring of repair and maintenance, illustrated parts, and wiring manuals A working level understanding of implementing S1000D specifications utilizing a CSDB The ability to understand technical and contractual terms as used in major systems acquisitions The ability to develop, revise, and analyze XML content using Notepad, UltraEdit, UltraCompare or equivalent as supported by the USCG as it pertains to TDPs and IETMs Work Setting and Environment: Monday - Friday, normal working hours Work is to be performed at ALC offices in Elizabeth City, NC How FedWriters Will Compensate and Appreciate You: FedWriters offers team members the opportunity to gain a lasting impression in this fast-growing small business.
