"Equal Opportunity Employer-minorities/women/veterans/individuals with disabilities/sexual orientation/gender identity" SUMMARY DESCRIPTION Under the direct supervision of the Power System Planning Engineer, the position is responsible for the planning, design and construction of the joint-use utility attachment projects that involve the upgrade of new & existing electrical utility systems requirements and ensures construction is completed as designed, based on responsible engineering practices. The responsibilities of this position impact physical grid integrity, employee safety and the safety of the public. This position is capable and responsible for planning and designing engineering documents to keep the system protected and in good working condition. The position has the ability to work with consultants, vendors, industry partners, and power suppliers. The position shall maintain knowledge of industry trends and developments. The position has the ability to work collaboratively with other departments within the cooperative. The position maintains familiarity with applicable utility standards, NESC requirements and Cooperative Service Rules and Regulations. REPORTING RELATIONSHIPS Reports to: Power System Planning Engineer Directs: None PRINCIPAL DUTIES AND RESPONSIBILITIES Plans and designs the construction of electrical facilities in accordance with accepted specifications standards and policies. Assures that all right-of-way easements are secured and documented according to legal and Co-op requirements. Plans all overhead and underground projects in accordance with established joint-use utility attachment program, by providing design, staking, inspection and assist accounting with true up process. Provides system audit to identify unauthorized joint-use utility attachments and works with engineering staff to invoice unauthorized joint-use attachments. Provides technical expertise as required for transformer sizing, voltage drop calculations, conductor sizing, structure sizing, and cost estimates in support of joint-use attachment program as directed by Power System Planning Engineer. Handles projects completely with minimal direct supervision. Works with and interfaces with external resources that provide support for the joint-use attachment program, as directed by the Power System Planning Engineer. Works with new and existing members when planning and designing for the installation of new or relocating existing facilities to accomplish the mission of the joint-use attachment program to improve the overhead distribution utility system by increasing resiliency and reliability. Schedules and makes the appropriate appointments to facilitate the joint-use attachment program. Reports to Power System Planning Engineer activities of project design to seek advice and/or offers recommendations. Meets with Vice President of Engineering - Power Systems Planning & Design and Power System Planning Engineer to discuss activities relating to policy, cost & engineering practices while designing joint-use attachment projects. Handles special staking projects, and other assignments as directed by Power System Planning Engineer. Assures correct electronic staking sheets, material units and all other record responsibilities are maintained. Works with Power System Planning Engineer to assure jobs are done the most economical way, whenever possible including making cost estimates on planned projects. Works with and in coordination with external contacts including municipal and utilities involving telephone, water, sewer, and CATV to avoid conflicts with construction. Using engineering technology and electronic staking software, designs engineering drawing package to identify all required engineering and construction notes and details to pass on characteristics of a job in clear concise manner for internal and external construction program. Uses engineering technology and Project Tracking Software and CIS/FIS software system to take ownership of assigned projects from initial submission through engineering and construction process, to keep internal and external contacts aware of project status. Makes field contact with members, internal construction crews and external construction contractors, consulting engineers, NCDOT engineers/technicians, members and prospective members as per their request for engineering service. Acquires required right-of-way, staking and coordinating projects as directed by Power System Planning Engineer. Works with Operations/Warehouse in the requisition of specific materials that are needed for projects. OTHER DUTIES AND RESPONSIBILITIES Provide assistance with disaster response planning and recovery. Provide engineering expertise to other departments throughout the organization. Assists with system operation and engineering activities as required to maintain continuity of service to the system. Follows all of the cooperative safety rules are as defined in the cooperative Safety Manual. Follows all of the cooperative Service Rules and Regulations. Interface with external contacts to answer detail specification questions and provide guidance as needed. Complies and Assures that NESC, utility specifications are maintained in construction, to assure all services are rendered in compliance with Co-op's service policies. KNOWLEDGE, SKILLS AND ABILITIES Requires excellent computer skills for all communication and operational activities. Requires a High School Diploma or GED. Prefers an Associate's Degree in related field. Minimum of 5 years utility experience. Requires knowledge of electrical system coordination, power system operations and design, also computer systems operations and maintenance. Maintains a knowledge of engineering practices related to power line design and power system modeling, protective coordination and construction and code requirements relating to utility operations. Ability to render sound judgment decisions relating to safety, mechanical conditions and recommendations for maintenance of all types of power line components and appurtenances. Possess' a knowledge of electricity and electrical safety. Ability to perform outdoors, in adverse weather conditions for extended period of time and ability to work for extended periods of time in confined areas. Ability to obtain and maintain a current NC Drivers License. Ability to think clearly and must possess sound judgment abilities. Ability to use tools and test equipment in rough terrain. Ability to write in a clear legible manner. Ability to understand and carry out oral and written instructions and to request clarification when needed. Ability to be self-motivated. Ability to lift objects of various sizes and shapes weighing in excess of 25 pounds. Ability to climb structures and equipment in excess of 10 feet in height for the purpose of inspection, repair and evaluation. Ability to walk long distances over rough terrain for distances exceeding two miles. Ability to bend, stoop and stay on feet 8 hours a day. ON THE JOB TRAINING Provides employee with an overall exposure to equipment used and REA Specifications so the employee can move to positions of increasing responsibility. Trains when schools are provided by Jones-Onslow EMC. WORKING CONDITIONS Normal working conditions inside and outside the building. Regular working hours are from 8:00 AM to 5:00 PM Monday through Friday, except company observed holidays.
