Position Summary: Under limited supervision, accomplishes the Solid Waste Management program's strategic objectives by planning, organizing and supervising all functions required to operate and maintain departmental activities and services. Ensure that the recycling and disposal of solid waste services are provided effectively and efficiently to the Tohono O'odham Nation. The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects. Essential Duties and Responsibilities: Develop an effective, efficient, and economical system for the proper storage, removal and disposal of solid waste and hazardous material within the boundaries of the Nation. Establish, implement and communicate goals, objectives, policies and procedures in accordance with strategic plan. Improve staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Host regular staff meetings to ensure communication between personnel and program-related activities. Schedule and facilitates meetings with the Executive and Legislative Branch committees or tribal council to review and discuss solid waste program objectives. Work with government agencies and public entities on the development of closure plans for solid waste or hazardous material dump sites. Write proposals for federal, state and tribal grants and funding. Achieve financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel. Prepare and submit statistical and narrative reports according to established timelines and program requirements. Monitor the payment/collection of fees for program services. Assist the Solid Waste Regulatory Office with any issues pertaining to the Solid Waste Management program. Monitor scheduling of appointments for vehicle service, maintenance, and repair; monitors mileage and schedules. Keeps abreast of new technologies and principles by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Provide technical and educational assistance to community members for solid waste or pollution-prevention related activities. Participate in the development and implementation of laws and regulations governing the disposal of solid waste. Analyze existing data to develop a revised 10-year solid waste management plan for the Nation. Consult with city and county landfill officials within Arizona for solid waste removal from the Nation. Coordinate the program's participant in the Nation's emergency response to drought and flooding conditions. Conduct field inspections to monitor compliance with Federal laws and rules regarding solid waste material. Advise the engineering consultants concerning the design of transfer stations on the Nation. Participate in the development of undocumented migrant solid waste program, in accordance the US Department of Homeland Security. Manage grant based projects, including budgets, work plans, staff levels, and financial management and reporting. Develop additional revenue sources and amounts in excess of expenses by expanding collection activities, and developing disposal services. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations, and requirements including EPA regulations and requirements concerning solid waste and hazardous material. Knowledge of solid waste collection and disposal operations. Knowledge of principles and techniques of landfill design. Knowledge of the equipment used in the construction, operation, and maintenance of landfills. Knowledge of department organization, functions, objectives, policies and procedures. Knowledge of the districts, communities, and outlying areas of the Tohono O'odham Nation. Knowledge of discussion and meeting facilitation. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in budget preparation and administration. Skill in operating various word-processing, spreadsheets, and database software programs. Skill in preparing, reviewing, and analyzing operational and financial reports and create sound recommendations. Skill in supervising, training, and evaluating assigned staff. Skill in providing superior customer service to external and internal customers. Ability to prepare reports, plans, correspondences and letters with the use of correct form of spelling, punctuation and grammar. Ability to training staff members in collection and recycling of solid wastes. Ability to communicate efficiently and effectively both verbally and in writing. Ability to create and provide effective presentations. Ability to obtain OSHA 40-hours HAZMAT certification. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to maintain privileged confidential information. Ability to work independently and meet strict time lines. Ability to travel throughout the internal and external boundaries of the Nation. Ability to work extended hours and various work schedules. Minimum Qualifications: Bachelor's Degree in Environmental Studies, Business Administration or related field and four years' work experience in planning and implementation of programs on solid waste management and recycling; or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Two years supervisory experience. Licenses, Certifications, Special Requirements: Must obtain OSHA 40-hours HAZMAT certification after hire. Must obtain certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months of hire. Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
