Rental Assistance Department Eligibility Specialist I Salary/Pay Range: $18.00 - $25.27 per hour (Employee/Employer Paid PERS) $15.62-$21.93 per hour (Employer Paid PERS) FLSA Status: Non-Exempt Created: 12/10/2021 Last Revised: 04/19/2023 Position Description/Summary: The Eligibility Specialist I is responsible for determining initial eligibility for the Housing Choice Voucher (HCV), Project Based Voucher (PBV) waitlists, the Emergency Assistance Program, Security Deposit Assistance Program, and other Special Programs. The Eligibility Specialist I will be responsible for collecting, processing, and evaluating all documentation submitted by applicants for completion and accuracy. The Eligibility Specialist I is responsible for communicating with applicants and case managers, ensuring applicants receive all required documents, and answering general program and program eligibility questions. The Eligibility Specialist I will maintain applicant files, logs, and correspondence in alignment with HUD, program, and agency policies and processes. The ideal person for this position is detail oriented with exceptional analytical, organizational, and time management skills. The Eligibility Specialist I must have excellent customer service skills and the ability to communicate with patience, empathy, and understanding. The person in this role must have excellent written and verbal communication skills and the ability to build and maintain professional relationships with internal and external clients. Regular and consistent punctuality and attendance are required for success in this role. This position reports to the Program Development Supervisor Distinguishing Characteristics: This is the first level position within the Eligibility Specialist series. Essential Duties and Responsibilities: The performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential duties and responsibilities: Determines initial eligibility for Housing Choice Voucher and/or other rental assistance programs; applies federal regulations and agency policies in determining tenant rent and subsidy levels. Maintains the Housing Choice Voucher, Project-Based Voucher, and other assigned rental assistance program waitlists. Requests, reviews, and organizes client records, materials and forms, and verifications to ensure files are updated and maintained for special programs eligibility . Maintains necessary correspondence with applicants and others as needed to ensure timely, accurate, and complete program compliance according to federal regulations and agency policies; verifies applicants complete online briefing. Answers general inquiries related to eligibility, program participation, program requirements, and compliance; assists callers and visitors by providing program information and referrals to other services or referring them to the appropriate agency personnel as necessary. Ensures confidentiality of all personally identifiable information (PII). Provides backup support to reception as needed. *This position will provide support to all sub-entities of Nevada Rural Housing Authority* Qualifications: Education/Experience: Any combination of training, education, and experience that would provide understanding of the required knowledge and abilities. A typical way to gain the required knowledge and ability is to possess a high school diploma or equivalent and have at least two (2) years administrative and/or social/community service agency work experience. Language Ability: Ability to speak, read, write, and interpret English. Ability to compose professional correspondence using correct grammar, spelling, punctuation, language, and syntax. Ability to proofread own work. Math Ability: Ability to perform basic arithmetic calculations. Ability to proof own work. Computer Skills: Professional experience using Microsoft office suite, with beginning to intermediate skills in Word, Outlook, and Excel required. Ability to format a spreadsheet effectively and efficiently, including cell formatting, column or row sums, data filters, develop a workbook, hide columns or rows, and use basic excel shortcut keys required. Required Certifications/Licenses/Preemployment Screenings: Criminal background check, industry standard certification, such as HCV Housing Quality Standards or Occupancy Specialist (Nan McKay) within one (1) year of hire. Preferred Qualifications: Knowledge of/experience with HUD rules and regulations, state laws, and agency directives applicable to housing quality standards. Working Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The Eligibility Specialist works primarily indoors, and travel is limited. The office environment consists of shared or isolated working space, with a desk located in a generally clean, climate-controlled environment with limited exposure to conditions such as dust, fumes, noise or odors. Interruptions to planned work activities occur frequently. The noise level in the work environment varies. When travel is required, an agency vehicle may be provided, otherwise the use of a personal vehicle may be approved. May occasionally require an adjusted work schedule to meet deadlines or perform tasks related to the position. Physical and Mental Demands: The physical and mental requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Employee must be able to bend, stoop, sit, and stand for long periods of time; handle files, office supplies and single pieces of paper; occasionally lift files, stacks of paper, office equipment, small/medium-sized boxes and other materials. Employee must be able to reach, bend, squat, and stoop to access items above and below desk level, plus load in and out of vehicles; manual dexterity and cognitive ability to operate a personal computer, as well as office equipment, and to communicate effectively via telephone and email. Employee must be able to safely lift items, materials, supplies, equipment of up to 25 pounds, with or without the assistance of a hand truck or cart. There may be occasions that require climbing stairs or walking on uneven ground while carrying materials, supplies, equipment, or other items.
