The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also provides funding to Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for the acquisition, construction, improvement, maintenance, or operation, or any combination thereof, of a "qualifying transportation facility" under the PublicĀ­ Private Partnership Act of 1995. The Capital Grants Manager will be responsible for grant applications and supporting Authority initiatives to secure federal funding for Virginia Passenger Rail Authority (VPRA) projects, programs, and initiatives. This position will manage capital grants, develop new grant programs, and coordinate funding initiatives that support the Virginia Passenger Rail Authority's (VPRA) programs, portfolio of projects, and stakeholder projects. The Capital Grants Manager will be responsible for grant applications and supporting Authority initiatives to secure federal funding for Virginia Passenger Rail Authority (VPRA) projects, programs, and initiatives. This position may be in VPRA's Richmond, Virginia, or Alexandria, Virginia, office. The Capital Grants Manager will: Develop and manage the grant programs under the VPRA's purview, which could include a program to support regional and local initiatives to improve passenger rail stations across the Commonwealth. Develop and maintain program guidance, provide technical assistance to stakeholders seeking grant funds, and ensure compliance with VPRA program procedures for audit purposes. Ultimately, this position will be involved in the technical aspects of grant application and management through the lifecycle of a grant capital project. Develop task orders, manage application development efforts, oversee consultant support, develop benefit-cost analyses, and track application efforts over various USDOT programs. Related to federal grants, this position will work with VPRA finance and engineering teams to ensure federal grant reporting requirements and related grant administrative tasks are completed per the terms of grant agreements with federal agencies and stakeholders. Coordinate within the Authority and among stakeholders, including regional entities such as the Central Virginia Transportation Authority, Northern Virginia Transportation Authority, Virginia Railway Express, and others, to ensure project oversight of significant capital grants funding projects in VPRA's passenger rail corridors; maintaining up-to-date scopes, budgets, and schedules; and providing capital grant project information in conjunction with the Rail Project Specialist for presentations to the VPRA Board, Commonwealth Transportation Board, public meetings, and for public reporting as necessary. Minimum Qualifications Bachelor's Degree in Public Administration, Urban Planning, Business Administration, or a related field. Five years of experience in grant management or program management. Experience in freight and passenger rail project development. Strong project management skills related to scoping, budgeting, and scheduling. Specialized knowledge or project oversight experience in passenger and freight rail projects. Demonstrated experience collaborating with multiple stakeholders on complex rail issues in Virginia. Highly skilled and experienced in communicating with senior government officials, business representatives, transportation organizations, and the public. Demonstrated ability to work collaboratively as a team member, leader, manager, and problem solver in an organization with a diverse staff and customer base. Knowledge of federal and state grant programs and procedures. Knowledge of federal, state, and local funding cycles, legislative processes, and regulatory requirements related to freight and passenger rail projects. Experience developing competitive grant applications. Strong writing ability to develop grant applications, narratives, and project scopes. Ability to communicate effectively, orally and in writing, with various individuals, including executive staff, Board members, and stakeholders. Experience developing or managing a grant program. Strong analytical skills that support benefit-cost analysis development Knowledge of administrative and business processes and budgetary controls Knowledge of project and program management principles Strong collaboration skills to ensure coordination within the Authority. Knowledge of public financial management and procurement procedures Exceptional communication skills to establish a good rapport with diverse stakeholders. Computer skills should include proficiency in MS Word, PowerPoint, Excel Knowledge of railroad operations, railroad infrastructure, and engineering principles desired. Ability to work independently. Ability to oversee multiple projects in a collaborative team environment. Preferred Qualifications Experience or exposure to working with railroads.
