Head Start School - Children Learning Center Center Manager The Center Manager is responsible for the general operation of the Center in accordance with Agency Policies and Procedures, Office of Children and Family Services regulations, Head Start Performance Standards and all other regulatory authorities. Qualifications: Bachelors Degree in Early Childhood Education or related field with at least 18 credits in Early Childhood Education; Experience operating a Child Care Center preferred; Strong written and verbal communication skills; Computer literate with working knowledge of word processing and spread sheet analysis. Ability to provide technical support and supervision to staff.Must have the ability to process required reports, experience with budget planning and the ability to assist in grant development.Able to lift and carry 50 poundsValid NYS driver's license and reliable means of personal transportation. Responsibilities: The Center Manager shall assist the Leadership Team in the development and implementation of management systems that ensure that the Center's physical environment is conducive to positive early childhood development. Responsibilities include on-going staff and service coordination required for the smooth operation of the program in the areas of Administration, Fiscal Development, implementation and monitoring including Child Care Administration, Facility Management, Human Resources, Community Partnerships, and Program Coordination. Administrative Functions: Develop management systems that support a safe and healthy physical environment for young children and their families consistent with Head Start Performance Standards. Integrate systems and tools with the Agency Head Start Program. Assist the Assistant Program Director in the licensing/re-licensing of the center (1X every 4 years). Operate the center in compliance with all Office of Children and Family Services (OCFS) licensing regulations and Head Start Performance Standards and make all such regulations readily available to staff and parents. Completes written reports as required by the Program Director or Assistant Program Director. Fiscal Functions :1. Monitors costs, staff time, and materials in a timely manner.2. Responsible for purchasing in accordance with Agency policies and procedures.3. Payroll processing according to established procedures.4. Oversee attendance processing and CACFP records maintenance. Facility Management: 1. Ensures the maintenance of the physical facility through the scheduling of maintenance and required inspections to ensure a safe and healthy environment in accordance with all regulations.2. Conducts Daily monitoring of facility to ensure a healthy and safe environment for all.3. Conducts Safety Drills as required by regulatory authorities.4. Coordinates the services of the cleaning and maintenance companies. Human Resources: Coordinates new staff and volunteer orientation for center staff. Assures staff:child ratios are in compliance at all times and meet the OCFS requirements Maintains employee records and files in accordance with Agency Personnel Policies, OCFS regulations and Head Start Performance Standards. Community Partnerships: Develops relationships with the community, local school districts, and community agencies interested in supporting center programming and purposes. Program Coordination: Schedules and Facilitates weekly staff meetings. Supervisory Responsibilities; Supervise and evaluate any transportation, maintenance/janitorial and food service staff employed by the Center. Supervise and evaluate in a timely manner the Program Support Staff. Monitor contracted maintenance and janitorial services. Provide daily supervision for the bus drivers. Additional Duties: Carries out other job related duties as assigned by the Assistant Program Director. Assist the Assistant Program Director in coordinating projects from start to finish and ensure monitoring of time lines. Assure all tasks are completed in a timely fashion. Facilitate the collection and forwarding of the following: Volunteer in-kind formsStaff travel sheetsPacking slips and billsStudent attendance sheetsCACFP formsRequests for supplies/materialsAccident/incident formsFirst aid inventoryEnsure compliance with Head Start performance standard and licensing
