DIVISION: Operations DEPARTMENT: Waterworks, Valve Maintenance UNION/GRADE: Unit 2/Grade 16 TO VIEW OUR BENEFITS PLEASE CLICK ON THE LINK! - https://www.mwra.com/02org/html/benefits.htm BASIC PURPOSE: Supervises assigned crew in the inspection, operation, maintenance and repair of water valves and facilities of the MWRA water supply system. Performs related work as required. May be required for overtime in extended workday and emergency situations. May be required for regular, on-call rotations. SUPERVISION RECEIVED: Works under the direct supervision of the General Foreman. SUPERVISION EXERCISED: Provides close supervision to the Skilled Laborers and OMC Laborers assigned to work crew. ESSENTIAL DUTIES AND RESPONSIBILITIES: Participates in the preparation of major water system operations plan, including work sequencing, scheduling and cost estimating, and assists in assembling work order packages. Carries out written work plan for each water system operation. Prepares daily and weekly job status and time utilization reports to track execution of written work plan. Details include, but are not limited to, crew time productivity, material utilization and costs, equipment utilization and costs, valve data collection information, and valve identification information. Utilizes computer technology, computerized maintenance management software and other software to perform work order reporting, time, utilization, and written work plan completion. Supervises work crew in the exercising, maintenance, repair or alteration of air valves, mainline valves, blow-offs and control valves, and conducts water quality tests within the water distribution system of the MWRA. Supervises operation and maintenance of valves to empty, chlorinate, flush, fill, dechlorinate, and place into service pipelines, reservoirs, aqueducts and standpipes. Ensures assigned staff is working in accordance with Authority and Department safety policies and procedures such as Confined Space Entry, Excavation and personal Protection Equipment Requirements. Oversees, measures, and where appropriate, improves assigned work crew productivity. Supervises assigned crews including taking disciplinary actions (issuing verbal warnings and initiating written warnings) when necessary, conducting performance reviews, and preparing regular reports, as required, on work accomplished and crew productivity. SECONDARY DUTIES: Performs related duties as required. MINIMUM QUALIFICATIONS: Education and Experience: Basic reading, writing, mathematical and oral communication skills as normally attained through a high school education; and At least four (4) years experience in the operation and repair of valves, meters, and related equipment for transmission and recording flow of water including at least one (1) year in a supervisory capacity. Successful completion of the MWRA sponsored supervisory training program and receipt of the training certificate may be substituted for supervisory experience; or Any equivalent combination of education and experience. Necessary Knowledge, Skills and Abilities: Thorough knowledge of the hydraulics and pressure zones of the MWRA Water Distribution System. Ability to plan, organize, direct and assign duties to subordinates. Ability to investigate complaints of loss of pressure or of damage by broken water mains. Ability to demonstrate basic computer literacy, including the preparation of spreadsheets, word-processing documents, and e-mail. Ability to supervise staff effectively and to establish and maintain effective working relationships with subordinates, superiors and associates. Ability to keep manual and computer-based records and write reports. Demonstrated knowledge of MWRA safety policies and procedures. Ability to read and understand Waterworks water system schematics, record plans and detail records. Ability to access, retrieve and print water system detail records and plans from the MWRA GIS system. SPECIAL REQUIREMENTS: A valid Massachusetts Class D Motor Vehicle Operators License. Drinking Water Supply Facilities Certified Grade 2D Full Operators License or the ability to obtain within six (6) months. TOOLS AND EQUIPMENT USED: Power and hand tools, mobile radio, telephone, and personal computer including word processing and other software, copy and fax machine. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. May be required for overtime in extended workday and emergency situations. May be required for regular, on-call rotations. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.
