Title: Sr. Earned Value Manager Location: *** Primarily virtual (some visits to the client site in the Washington, DC metropolitan area will be required) *** Clearance Level: Must possess a Top Secret clearance with SCI eligibility Summary/Description: The Sr. Earned Value Manager will provide subject matter expertise and services that facilitate, support and enable the proactive financial management programs within its oversight. Specific duties may include but not be limited to: Provide advice, alternatives, analyses, or technical input, so that properly authorized Government officials and action officers may make necessary decisions and policy judgments. Define the scope of the requirement, prepare life cycle cost estimates that include all major components/phrases, develop Cost Estimating/Analysis techniques, and conduct cost research. Collect and analyze programmatic data, factors, and normalize collected data, be able to perform regression analysis, analyze impacts of market conditions on historical data, perform "what-if" analysis on established cost models/data bases, and analyze schedules and use timephasing techniques. Apply basic knowledge of statistics, mathematics, operations research, engineering, finance, learning curve and rate theory, software cost estimating, and other quantitative methods. Align program requirements with funding and use performance indicators (e.g. EVM) to align with budget controls, and cost estimations data to facilitate tradeoff decisions by program managers. Assist the establishment of an Earned Value Management technique to relate resource planning to schedules and to technical cost and schedule requirements to monitor the holistic health of the program. Analyze and evaluate (on a quantities and qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Provide Integrated Master Schedule Management Develop a singular IMS for all projects and program-level activities. Maintain and update the NISS IMS on a continuous basis and as required by events. Provide advanced notice of program key activities and milestones. Provide an updated NISS IMS weekly to the respective program representative(s). Provide executive-level briefs of the IMS as required by events. Coordinate program status review meetings with stakeholders to include the agendas, and assist with the development of the associated presentations, prepare minutes and track/close out action items, and identify overarching program issues.
