The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Associate Regional Administrator of Permanency Services. Subject to management approval, this position will oversee Area Administrators through the region who are responsible for the oversight of Permanency Team Supervisors involved in the provision of comprehensive child welfare services within the region. The position provides high level consultation to the Regional Administrator in all areas of permanency services. Job Responsibilities ( 35%) As Associate Regional Administrator for Permanency Services, formulates, designs, and directs the implementation of policies and procedures regarding the provision of regional permanency services for the Department Provides high level consultation and input to the Regional Administrator regarding all areas of permanency services Reviews and analyzes program activities to ensure compliance with all applicable laws, rules, procedures, policies, and performance standards Designs and develops strategies to improve services and operations and facilitates implementation of the same as directed by the Regional Administrator Drives or travels to various locations in the performance of duties. (Job Responsibilities continued) (30%) Directs, plans, and manages regional permanency programs, providing expertise and oversight of services and systems Reviews and evaluates the performance of permanency programs and provides input into the development and maintenance of data systems Reviews data to note trends which inform practice and/or assist in policy review and development Develops program objectives and long-range plans, monitoring progress towards achievement of goals and objectives Provides consultation and guidance to supervisors and staff in field offices and private agencies as applicable, especially in the most sensitive, complex cases Oversees the operation of supportive activities in identified service areas to enhance the provision of legal and critical services to children seeking permanency Interfaces, intervenes, and consults with court personnel as deemed appropriate (Job Responsibilities continued) (20%) Serves as full line supervisor Assigns and reviews work Provides guidance and training to assigned staff Counsels staff regarding work performance Reassigns staff to meet day-to-day operating needs Establishes annual goals and objectives Approves/disapproves time off requests Adjusts first level grievances Effectively recommends and imposes discipline, up to and including discharge Prepares and signs performance evaluations Determines and recommends staffing needs (Job Responsibilities continued) (10%) Represents the Department before other state and federal agencies, private organizations, elected officials, courts, and lay groups with regard to child welfare issues impacting permanency and human trafficking programs Provides interpretation of agency policy, programs, and objectives to agencies, groups, and organizations, working collaboratively to enhance child welfare and protection services (5%) Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Preferred Qualifications (In Order of Signifance) 5 years of experience managing or conducting child welfare casework services 3 years of experience supervising professional staff in a public or business organization 3 years of professional experience in the oversight of a large program with multiple sites 3 years of experience providing professional consultation regarding program services and casework issues to professional-level staff 3 years of professional experience in the development and implementation of policies and procedures 3 years of professional experience conducting planning activities for a social work program on a regional or statewide basis in a management capacity 3 years of professional experience conducting community outreach as a representative of a public or business organization Minimal Qualifications Requires an MSW or master’s degree in a related human services field, in business administration, or a juris doctorate Requires four years of progressively responsible administrative child welfare experience with an MSW OR five years of progressively responsible administrative child welfare experience with a master’s degree in a related human services field, in business administration, or a juris doctorate Conditions of Employment Requires the ability to pass a background check Requires possession of a valid driver’s license and ability to travel Work Location : 4500 S. 6th St. Springfield, IL 62703 Work Hours: M - F 8:30am - 5:00pm Supervisor: J.
