S UMMARY: The Program Specialist is responsible for carrying out operational, logistical and administrative support functions to Early Head Start, as part of the Program Operations Division. This position is responsible for managing the day-to-day operation of the program and supporting the Early Head Start management areas by coordinating across departments to support unified approach in carrying out the strategic implementation of the Early Head Start program. The Program Specialist job requires an individual who can work unaided, communicate effectively in writing and orally, understand and implement procedures and practices, and demonstrate attention to detail and accuracy in their work. The position involves extensive record keeping, organizing, problem-solving and time management. It also involves interpretation and communication of complex regulations, data and terminology. Extensive interaction with staff, parents and the larger community is also required. Essential Duties and Responsibilities : Responsible for managing the calendars of the Assistant Director. Assists Program Coordinator and department staff with meetings and related duties (i.e. Parent Meetings, Provider Meetings, Policy Council and cycle of work). Schedule meetings and prepares meeting materials and develops meeting summaries, lists of follow up items and tracking mechanisms for Early Head Start. Gives Assistant Director status updates before scheduled meetings. Attends meetings as appropriate, in a punctual, professional and contributory manner. Assists Program Coordinator with the management of all procurement activities including the procurement schedule, candidate communication posting to the website, and maintaining all records. Assists Program Coordinator in the design and development of Early Head Start outreach and marketing materials. Use data systems (Child Plus and Box) to ensure accurate data and electronic filing systems to support the continuous quality improvement process. Assists with the tracking of budgets and orders, requisitions. Assists with the management of the department's purchases. Leads the funded slots, vacancies, dual enrollment management by working collaboratively with Early Head Start and Finance. Contributes to the maintenance of the electronic file system according to federal Early Head Start standards. Contributes to the maintenance of core program documents to include: Policies and Procedures, Family Handbooks, program service plans and other documents required for program operation. Compose letters, reports and memoranda. Act as a liaison between the Early Head Start Directors and others when requested, transmits directives, assignments and instructions and follows up on their status. Makes programmatic decisions with input from others as appropriate. In collaboration with the Program Coordinator and or Family and Community Manager, makes decisions in the absence of the Assistant Director. Organize work, set priorities, meet critical deadlines and follow up on assignments with a min of direction. Responds to requests and inquiries as needed. Establish and maintain effective working relationships with internal and external staff and partners. Trains and orient new employees or providers to ensure they are knowledgeable of all program department and agency protocols, reports and forms. Assist Assistant Director and or other grantee staff with special projects as assigned by Assistant Director. Adhere to all Coalition personnel policies and procedures. Performs other duties that may be necessary to maintain the success of the organization. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities. EDUCATION AND/OR BACKGROUND: Bachelor's degree (B.A.) from an accredited four-year College or university or 2 to 5 years related skills and/or training; or equivalent combination of education and background. Two to 4 years' background providing advanced administrative support in a fast-paced professional environment. Demonstrated expertise to anticipate and resolve administrative issues before they arise. Advanced Outlook Calendar Scheduling skills and background arranging meetings though outlook. Proven expertise to accurately type at least 40 WPM. Excellent written correspondence expertise are required to draft and proofread emails, memos, presentations and other written formats. Background using Prezi, PowerPoint and other types of presentation software Multilingual and able to read, write and speak in English and Spanish or Creole proficiently, is preferred. TECHNICAL SKILLS: An Perfect applicant will be experienced using Database software; Spreadsheet software and Microsoft word Processing software. The perfect applicant will have an advanced background using outlook in an Exchange environment, tech savvy over all, background with Box/Dropbox, familiarity with Android and IOS, Windows eight and 10 background, and background working offsite using portable scanners and laptops. TRAVEL: This position may require 20% or less local daily travel in Palm Beach County. This job mandates local travel to Palm Beach County office locations for meetings, trainings and other required duties.
