You In this role, the Program Director shall provide oversight to a federal agencys large, mission:critical systems development, modernization, and migration to the cloud in an agile environment and report on the status of and direct all activities and staff under this effort. This position will directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, qualifications analysis, and quality assurance activities. In addition, the Program Director establishes he proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. Other assignments include utilizing expert communication abilities needed to direct the skilled technical resources, report on the technical progress, issues, and problem areas, as well as write and review deliverables. The Program Director shall serve as the Governments primary POC to the Contracting Officer (CO), the Contracting Officers Representative (COR), the Government Program Manager, and the Contractors senior management and be responsible for the successful cost, schedule, and performance of the contract. Program Mission The program you will be overseeing will migrate an existing portfolio of applications to a more evolvable architecture that can better leverage a cloud environment to deliver improved technology, reduce program sustainment costs, and higher system reliability. Skills and Qualifications Requirements... Plan, direct, and manage a portfolio of complex IT programs Manage and supervise a cross:functional, matrixed team of project managers, developers, business analysts, testers, DBAs, Scrum Masters, and Product Owners; Oversee a team of company and Subcontractor resources to deliver critical capabilities to the customer; Manage personnel morale and ensure appropriate manning and skill mix of delivery team Effectively manage cost, schedule, performance and customer satisfaction for a large services contract with both fixed price and labor hour work streams Apply knowledge of resource planning and execution processes to support customer program planning, decision briefings, and progress assessment Coordinate with customer organization to educate user/consumer community on application development and management service availability, service delivery processes, and capabilities Deliver both oral and written correspondence to the highest levels of customer and company management Manage the relationship with the customer including senior level coordination and synchronization Apply a full range of program management strategies, philosophies, policies, and procedures to perform a wide spectrum of IT management and solution activities to include support for Systems Development Life-cycle (SDLC) milestone reviews Produce briefings and reports and facilitate Internal Review Boards (IRB), financial reviews, Program Management Reviews (PMR), and technical reviews in coordination with the customer Assist in review and analysis of cost and schedule estimates associated with the change requests, change orders, and prime contract modifications Oversee the development, analysis, and maintenance of Integrated Master Plans/Integrated Master Schedules (IMP/IMS) Desired Skills: Demonstrated skill with: Handling technical and financial matters associated with large programs and contracts. Resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting Management and control of funds
