FMG’s Public Policy Evaluation (PPE) practice is seeking an experienced, intelligent and motivated Performance Measurement and Evaluation Analyst to contribute to projects helping clients measure organizational performance and success. This individual will engage with clients to understand program mission and goals, identify quantifiable and actionable outcome measures, collect and analyze data on measures, and summarize findings in reports and interactive data dashboards. Independence and comfort working directly with federal clients including the Defense Civilian Personnel Advisory Service (DCPAS), the Federal Emergency Management Agency’s (FEMA) National Preparedness Assessment Division (NPAD), and the National Institute for Standards and Technology (NIST) Public Safety Division is essential, as is the expertise to collaborate across teams with FMG colleagues. Assignments include: Supporting clients to develop strategies and plans, including shared mission, vision, values, goals, and strategic initiatives. Developing protocols, leading workshops, and conducting interviews with clients to elicit details about appropriate measures of program outcomes. Designing actionable strategies for measuring program outcomes, including proposed data sources, specific analyses, reporting frequency, and data displays and visualization. Serving as a technical expert within FMG on performance measurement and leading efforts to build internal capacity. Contributing to a range of evaluation projects across FMG’s PPE practice area (not all focused on performance measurement), including conducting univariate and multivariate analyses. Leading and contributing to PPE’s business development activities, including identifying opportunities, writing proposal sections, and developing project budgets. Monitoring the successful execution of PPE projects, including technical quality, financial performance, and client satisfaction. Requirements: Graduate degree in organizational sciences, social sciences, or related position. A min of 4yrs of post-graduate applied background contributing to and leading performance measurement projects, preferably for federal clients. Demonstrated expertise developing a variety of high-quality written and presentation work products and deliverables with minimal supervision. Direct background with at least 1 statistical analysis software package (SPSS, STATA, and R). Background with qualitative data analysis software (e.g., NVivo) preferred. Training in social science research and evaluation methods (e.g., survey research, program evaluation, qualitative methods). Demonstrated expertise to develop and maintain client relationships. Willingness and expertise to learn new research topic areas, methods, and analytic approaches. Demonstration of good verbal and written communications skills, including proposal writing. Candidates may be subject to a low-level government security investigation and must meet eligibility criteria for access to sensitive details.
