OverviewSUMMARY Arcticom, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Senior Training Advisor for an international peacekeeping support contract that relies heavily on U.S. military, police, and contracted subject matter experts to provide training and assistance. The senior training advisor will focus on developing higher-level skills in trainees including institutional and command-level functioning and advising local trainers how to train effectively.The senior training advisor may mentor PCC trainers as they deliver the UN Pre-Deployment Training curriculum to members of a Formed Police Unit or Individual Police Officers. The mentoring role may include assisting trainers with lesson plan development, resolving classroom challenges, and only when necessary, intervening to ensure trainers do not deliver grossly inaccurate information on key issues. One senior training advisor will serve as MTT team lead when in-country, responsible for managing the rest of the training team, liaising with the host country, and reporting to the Program Manager to include arranging training logistics and set-up.ResponsibilitiesESSENTIAL DUTIES & RESPONSIBILITIESThe Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. Serve as Training Team Leader during identification, development, implementation, and management of the IPPOS program;* Ensure only vetted and approved trainees participate in training;* Serve as an expert on principles of adult learning based on the INL approved training curriculum;* Increase the skills, leadership and management capacity of FPU command staff and PCC trainers;* Track, monitor, and evaluate training and trainees based on the IPPOS Performance Measurement Plan and toolkit and assist in drafting/submitting assessment reports when required;* Manage, provide guidance, and oversee the MTT trainers and other deployed staff supporting the PCC partnership;* Communicate and encourage adherence to highest ethical and performance standards for MTT staff, and take remedial steps when needed;* Troubleshoot issues in order to successfully complete training or mentoring requirements;* Conduct pre-training assessments and assist in the drafting and submission of the assessment reports when required;* Communicate closely with INL and contract headquarters during deployments, alerting both as to ongoing challenges and solutions; and* Travel overseas to and within countries that are considered dangerous, unhealthy or have other adverse and austere environmentQualificationsQUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATIONTo perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Minimum Qualifications:Seven (7) years in an active, sworn position in a full-time federal, state, or local law enforcement agency or foreign law enforcement agency;* Certified police instructor from an accredited law enforcement instructor development training program with at least three (3) years' experience of conducting trainings (must provide documentation of training experience and certifications);* Demonstrated experience delivering classroom instruction and hands-on exercises using adult learning methods;* Experience working/living in developing and/or post-conflict countries* Must be willing and capable of working in a fluid, austere environment, under challenging circumstances;* Demonstrated ability to work well in a team environment and with trainers from other countries;* Excellent oral and written communication skills and proficient in Microsoft Office suite;* Knowledge of multilateral/multi-dimensional peacekeeping operations; and* Must demonstrate knowledge of and ability to assess the capabilities of at least five(5) of the following skill sets:* Human rights* Gender violence issues* Community policing and problem solving* Crowd control and public order maintenance* Proper use of UN standard firearms - rifle, pistol, and grenade launchers* Defensive tactics and self defense* Tactical progression* Basic police techniques* VIP protection* Check points* First aid and CPR* Land navigation, map reading, and GPS* Driver training* UN System and operations in peacekeeping.* Ability to receive and maintain a Moderate Risk Public Trust (MRPT) certification.Preferred Qualifications:* Prior UN peacekeeping experience or international police training and mentoring experience*Experience teaching law enforcement leadership and management courses;* Familiarity with mission planning and organizational development in developing or post-conflict environments;* UN Police training certification; and* Ability to speak and read foreign languages, especially French or Arabic.* Ability to receive and maintain a Moderate Risk Public Trust (MRPT) certification.NECESSARY PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENTWork Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.SUPERVISORY RESPONSIBILITIES * This position is self-managed and works at the direction of the government and is directly related to the business operation supporting the customer's objectives. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
