GENERAL STATEMENT: This position manages and protects patient information for Warm Valley Health Care. Supervises and participates in the daily workflow of the Health Information Management Department. Responsible for the management of health information systems consistent with the medical, administrative, ethical and legal requirements of the health care delivery system. Responsible for ensuring patient data is accurate, secure, and accessible. Acts as a liaison between patients, physicians, and third parties. DUTIES AND RESPONSIBILITIES: Establishing and implementing policies, objectives, and procedures; Evaluating personnel and work quality of Health Information Management staff; Communicates with and trains providers and staff about best practices for gathering and inputting data; Developing reports and budgets; Coordinating activities with other managers, leadership, and executive staff; Keeping up with current computer and software technology for the collecting health care information, statistical data and management of the health information program. Analyzing all gathered health data to identify inefficient practices or processes. Tracks information to recognize trends or problem areas; Performing regular audits to ensure that all processes, data storage, and dissemination practices meet all state and federal guidelines. Ensures compliance with all requirements; Reporting and documenting any breaches or theft of patient data; Provides information and prepares correspondence regarding treatment, discharges and deaths in accordance with departmental policies and legal requirements governing the release of medical information. Serves as the HIPAA Coordinator for the clinic. QUALIFICATIONS: Thorough knowledge of the concepts, principles, policies, practices of Health Information Administration including qualitative and quantitative analysis, release of information, coding, Privacy Act, Joint Commission on Accreditation of Healthcare Organization (JCAHO) and policies to effectively manage the WVHC HIM department. Knowledge of anatomy, physiology, medical terminology, pharmacy terminology, and practical knowledge of medical procedure and diagnosis. Knowledge of supervisory methods and procedures which included but is not limited to performance rating, assignment of work, recruitment, training, discipline, etc. Knowledge of the current health care issues and emerging trends of the public and private health care industry specifically issues, laws, and regulations and the potential impact on Warm Valley Health Care and Tribal Health clinics/hospitals. Knowledge of ICD-10, HCPCS and Current Procedural Terminology (CPT) coding. Proficient knowledge and skill in the use of Resource and Patient Management System (RPMS), Electronic Health System (EHR), or other clinic/hospital Electronic Medical Record system. Ability to deal with interrelated health care systems and services and resolves any complications and problems as changes occur. Knowledge of the requirements of the Freedom of Information Act, Privacy Act, and the Drug and Alcohol Abuse Act (Controlled Substances Act), Release of Information policy, HIPAA regulations, compliance issues, fraud and abuse, EMTALA requirements, health plan regulations and litigation. Knowledge of regulatory and licensing, and accrediting agency requirements, and the medical-legal responsibilities. Required knowledge of Medicare, Medicaid, SCHIP, Wyoming Breast and Cervical Early Detection Program, Colorectal Program private insurance, etc. Excellent problem solving and critical thinking skills Good organization, time management and prioritization Effective communication skills. AHIMA or CPC coding, preferred.
