Global Anti-Terrorism Assistance (GATA) Operations Manager

GATA, a US Department of State (DOS), Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/T/ATA) contract, assists foreign partners in developing the capability for anti-terrorism planning, coordination, and commitment to support U.S. counterterrorism objectives. ATA fosters cooperative efforts between U.S. law enforcement agencies and those of foreign partners to prevent future terrorist attacks and manage their consequences. ATA provides training, assistance and equipment to increase foreign partners' capabilities to prevent, interdict, and investigate acts of terrorism. ATA also advances U.S. foreign policy goals by strengthening bilateral relationships and increasing respect for human rights by sharing modern, humane, and effective antiterrorism techniques. Operations Manager Responsibilities: The Operations Manager (OM) shall be responsible for day-to-day management and supervision of the performance and implementation of task orders and subsequent training authorizations. The OM leads actions performed by the contractor and coordinates directly with Antiterrorism Assistance (ATA) on operational issues. The OM implements training orders as agreed and supervises all assigned contractor personnel. The Operations Manager (OM) shall be responsible for day-to-day management and supervision of the performance and implementation of task orders and subsequent training requests. The OM leads actions performed by the contractor and coordinates directly with ATA on operational issues. The OM communicates regularly with ATA program representatives to meet training order requirements. The OM shall be available during normal duty hours to meet with U.S. Government personnel to discuss problem areas. The OM shall manage staffing and equipment priorities in coordination with the TDO and/or designated personnel. The OM has day-to-day responsibility for the contractor operations. Mandatory Qualifications: Bachelor's Degree or substantial, demonstrated expertise in operational management, international training, or civilian security training programs. A minimum of five (5) years' experience managing overseas programs or projects, preferably involving training services for foreign law enforcement or other non-U.S. personnel. A minimum of five (5) years' of supervisory experience responsible for operations management of up to 50 subordinate staff and intermittent contractors. Must be a U.S. Citizen. Must be eligible for a Moderate Risk Public Trust (MRPT) clearance. Must have a valid U.S. Passport and eligibility to obtain a country visa.
