Position: Employment Case Manager Department: Resettlement Program Supervisor: Director of Programs Pay rate: $25 per hour Location: Main Street Office, Lewiston ME Job status: Full Time (8:00-5:00pm) Some evenings or weekends based on client availability. Job Summary : MEIRS Employment Case Manager supports overall employment and resettlement goals for the Office of Refugee Resettlement (ORR) eligible population. The Employment Case Manager also provides culturally and linguistically appropriate intake services, including assessing clients' employability, preparing employment plans, assisting clients in finding appropriate jobs through job development and employer contacts, providing on-the-job support to facilitate employment retention and self-sufficiency. The Employment Case Manager schedules appointments with clients; completes employment assessments, develops resumes, submits job applications; supports with preparation. This position has weekly and monthly reporting requirements. The Employment Case Manager will support the transportation of clients and will work/coordinate with other case managers working with ORR Eligible populations. This position requires a valid driver license, reliable transportation and personal vehicle auto insurance with at least $100,000/ $300,000 limits. Primary Responsibilities: The primary responsibilities of this position include, but are not limited to, the following: Provide culturally and linguistically appropriate intake services, including assessing clients' employability, preparing employment plans, assisting clients in finding appropriate jobs through job development and employer contacts, providing on-the-job support to facilitate employment retention and self-sufficiency. Provide employment preparation services, including job orientation activities that include an introduction to U.S. workplace expectations and norms, development of job search and interviewing skills, development of client resumes, assistance with job applications The Employment Case Manager will conduct employability assessment and develop a family self-sufficiency plan (FSSP) as well as an individual employment service plan for the client. The Employment Case Manager will document such enrollment, referral, and follow-up activities in the OMRS electronic data record. The Employment Case Manager will enroll clients in language training, employment services, and track the client’s participation in such service(s). The Employment Case Manager will be responsible to actively encourage clients to register for language training and employment services. The Employment Case Manager will have contact with each client a minimum of once per week to ensure that they are actively seeking employment and will document such contact in Client Track. The Employment Case Manager will document all employment and employability service contacts with clients in Client Track. Development of an individual employability plan (to include resume). Provide clients with acculturation on World-of-work (U.S. work culture) and job orientation. Provide referrals for clients to job clubs, job workshops, job development, job opportunities Facilitate job search, job placement and follow-up with participants. Assist clients in their job searching efforts by, helping build resumes, referring to employers, facilitating attendance at job fairs, supporting participant to job interviews/interview training Connect clients to career development programs. Help to remove any barriers to client’s employment/employability by addressing key barriers to employment and provide regular weekly follow-up to help ensure services continue to support clients. Conduct targeted outreach to and engage maximum number of Office of Refugee Resettlement (ORR)-eligible participants. Attend data entry and service documentation training and other technical assistance provided by (Office of Maine Refugee Services) OMRS as needed. Refer clients to the appropriate level of English Language Instruction through Adult Education Program(s). Refer clients to the Gain Early Awareness and Readiness Program (GEAR) for additional support services as needed. Support the client with the hiring process, such as helping clients complete employment intake paperwork and transportation to job-training, etc. Ensure employable clients find employment as soon as possible after enrollment by helping each client create or update their resumes, by building and maintaining relationships with local employers and by troubleshooting with employers and potential employees. Once a client has been placed in employment, follow-up with client on a monthly basis to monitor client’s placement for at least 90 days. Tailor support to mitigate challenges that may impact the client’s ability to gain or maintain employment. Provide support to ensure employed clients retain employment for 90 days or more by troubleshooting common problems as necessary with employees and employers. Provide transitional support services designed to help clients obtain and retain employment and/or obtain and maintain self-sufficiency, including assisting clients in obtaining childcare, transportation to the job, and information regarding and referral to other services that will help clients maintain employment/self-sufficiency, including translation and interpretation; Make referrals to internal and external services, including short-term vocational training programs, to remove barriers to self-sufficiency Work to connect clients with supportive community networks and support systems to ensure their long-term integration in the community Orient and facilitate clients to community resources. Develop employment prospects by conducting outreach to employers and employment agencies; facilitate partnerships and recruit new placements opportunities Meet with service providers, landlords, and employers to inform them of organizational program services, negotiate linkages and provide follow-up services to determine the success of the participants referred Ensure that refugees are being served in a linguistically and culturally appropriate manner and provide education and advocacy when necessary Maintain case files and submit written reports as required, including but not limited to: Intake form Release of information Employability assessment Social Adjust Plan Family Self Sufficiency Plan Employment Plan Case Notes Weekly Activities report Arrange for and/or transport clients to employment opportunities including job interviews and site visits as needed. Provide employment orientation to all work-eligible clients. Follow-up on all job placements with employers and assist refugees and employers in the resolution of job related problems. Develop and maintain relationships with employment agencies and employers, document all employer contacts, and maintain an employer database. Coordinate with the Refugee Cash Assistance Program (RCA) specialist to assure clients are in compliance with eligibility requirements ongoing. To assure all eligible clients are enrolled and receiving timely employability/employment services Attend OMRS/RCAs meetings Submit weekly and monthly reports to direct supervisor All job duties indicated are not an exhaustive statement and other job-related duties may be assigned as required by the supervisor General Expectations: Be committed to the mission of the MEIRS. To assure quality in work performed in order to facilitate the delivery of quality services. Be punctual for scheduled work and use time off appropriately. Comply fully with all relevant licensing, certification, accreditation and legal standards as required by the agency, contracts, Medicare, Medicaid (MaineCare), HIPAA and other applicable federal, state and local laws and regulations. Arrange for interpreter services, if necessary. Prepare narrative and statistical reports and submit to supervisor Enter data into the Client Track system/other database MEIRS uses in recording all employment activities in a timely and accurate fashion. Complete and maintain physical file documentation in case files in a timely and confidential manner. Attend and participate in staff meetings, supervisory meetings, other meetings, and training programs. Assist in the coordination of activities with other MIERS programs and work as a member of a team. Maintain a valid driver’s license and clean driving record. Submit timely: timesheets, mileage and personal expenses and other required administrative tasks Minimum Qualifications and Skills Requirements: MEIRS Employment Specialist shall have a minimum of a Bachelor’s degree or equivalent experience in one of the social sciences or a related field. The MEIRS Employment Specialist shall have a minimum of two (2) years experience in social work, job development, job placement, job counseling or any cross-cultural, employment and social services related field. Cross-cultural and data collection experience is preferred. Multilingual skills preferred (Arabic, Ukrainian, Pashto, Lingala, Dari, French, Kinyarwanda, Swahili, Portuguese, Kinyarwanda, Somali, Maay Maay) The MEIRS Employment Specialist will have flexibility, dependability, and take initiative Strong interpersonal and communication skills and organization required A strong desire and ability to work with individuals from diverse cultural backgrounds with different lifestyles and behaviors, and the ability to set limits and maintain boundaries.
