POSITION OVERVIEW: Manages employees in the District Construction Final Estimates Section, Construction Training Program, Construction Budget, Purchasing, Personnel, and District Office Engineering. Supervises employees by communicating regularly, plans, organizes, coordinates and schedules assigned work for employees. Motivates and evaluates employees on the performance of their duties. Provides procedural and technical training. Participates in candidate selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions and prepares employee performance evaluations. Serves as the Final Estimates Manager in the District Construction Office performing and supervising advanced engineering work and ensures final estimate policies and procedures are adhered to. Supervises employees final estimate activities including processing progress estimates for road and bridge projects, auditing and closing out final estimate packages, properly archiving and storing construction records, completing final payoff processes, and interpreting contract and specification language. Oversees implementation of Final Estimates reviews for all types of engineering inspections and test reports to ensure work is in compliance with Department Standards and Contract Plan qualifications. Responsible for timely processing the administration payoff of the Final Estimates to contractors. This includes but is not limited to, monthly pay estimates, contractor payments and Construction Final Estimates. Manages Construction's Local Agency Program (LAP) Oversite including the supervision of Consultant and in-house personnel performing audits and verification of project completion and conformance with Federal Qualifications. Provides guidance and assistance to local agencies in the administration of LAP projects including the overall contract administration applicable to contract modifications, final estimates, material certification, including sampling and testing of materials, Equal Employment Opportunity (EEO), On-the-Job training (OJT) and Labor Law compliance. Ensures project issues requiring Florida Department of Transportation (FDOT) input are resolved in a timely manner to avoid delays to the project. Assists in managing the District Construction Office Administration. Supervise the management of the Construction Office property inventory. Oversees and authorizes the purchase of materials and equipment. Evaluate the construction office budget on a monthly basis and supervise the preparation of monthly budget report. Oversees the processing of all District Construction personnel actions. Oversees the SiteManager and EDMS (Electronic Document Management System) Application Coordinators. Ensures that monthly pay estimates are paid in accordance with all applicable guideline through the District Office Engineer. Ensures that all engineering reports, Supplemental Agreements and Change Orders are processed in accordance with established time frames. Oversees the District Construction Training Program by assuring that the technical, engineering and supervisor training needs of the District Construction Office are met by establishing and executing an annual plan and budget. Performs Quality Assurance Report (QAR) reviews using State Construction office, Quality Assurance/Quality Control (QA/QC) and inspection Guide List. Prepares, and distributes QA/QC Packages for Residencies and District Construction Office. Compiles (QAR) reviews yearly for the District Construction Office and Residencies. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of contract administration, estimates and final estimates procedures. Knowledge of performing engineering audits of final pay quantities. Knowledge of the concepts, terminology, and principles of road and bridge construction. Knowledge of the concepts, terminology, principles and analytical techniques of final estimates. Knowledge of current procedures and policies for the purchase of materials and services and payment of vendor invoices. Knowledge of current training policies and procedures. Knowledge of construction plans, specifications and special provisions. Knowledge of procedures and policies involving the administration of consultant construction engineering inspection (CEI). Skill in the interpretation of CEI and construction contracts, FDOT standard specifications, roadway, Traffic Design standards, Construction Project Administration Manual (CPAM). Skilled in the use of construction specific applications and computer software. Expertise to interpret and make engineering judgments in the application of Florida Department of Transportation standard specifications, basis of estimates and field standards for final estimates. Expertise to communicate effectively both orally and in writing. Expertise to establish and maintain effective working relationships with others. Expertise to supervise employees, manage programs and lead groups to defined goals. OTHER JOB RELATED QUALIFICATIONS: Responsible for adhering to the provisions and qualifications of section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
