OIC CAREER OPPORTUNITY The Office of the Insurance Commissioner's (OIC) P&C Actuarial Services Unit is seeking two motivated and qualified individuals to fill an Actuary 2 and Lead Actuary 3 position. These positions are assigned to the Rates, Forms, and Provider Networks Division, located in our Tumwater office. The Actuary 2 position contributes to OIC goals of protecting consumers, maintaining a healthy insurance climate, and improving customer service by reviewing property and casualty rate filings, and performing the actuarial components of property and casualty financial examinations.The Lead Actuary 3 position is a key employee within the agency and serves as the subject matter expert for all issues related to property & casualty rates.If you're interested in a dynamic career that protects consumers' interests and promotes a healthy business environment in this state, please apply and become part of our dynamic team.These are Washington General Service positions: The monthly salary range for an Actuary 2 position is $9,021 - $12,128. The monthly salary range for an Actuary 3 position is $11,545 - $15,531. The duties of an Actuary 2 include, but are not limited to: Perform independent analyses to determine whether company rate requests are justified. Evaluate reasonableness of insurers' data and actuarial methods. Analyze data on losses, loss adjustment expenses, underwriting expenses, and profit provisions. Ensure compliance with applicable statutes and regulations. Communicate results to insurers and when appropriate, to OIC management. Handle filing review in accordance with established OIC procedures. The duties of a Lead Actuary 3 include, but are not limited to: Conducting job analysis and identifying duties for job descriptions of reporting positions. Developing performance expectations and conducting performance evaluations. Assigning, planning, and checking the work of property & casualty actuarial staff. Coaching and instructing property & casualty actuarial staff. Conducting supervisory fact-findings into alleged misconduct and/or performance deficiencies. Determining if an employee has successfully passed their probationary or trial service period. Reviewing and analyzing filed rates and detailed supporting information submitted by property & casualty insurers. Determining whether insurers' filed rates meet the requirements of Washington state law, and where applicable, federal law. Composing detailed objection letters to filers, noting where filings lack sufficient supporting information, where work is not actuarially sound, and where proposed rates would violate Washington or federal law. Taking final action (approval/disapproval) on rate filings. Job Requirements: Required Qualifications for the Actuary 2: You must meet one of the qualification options listed and any additional qualifications included in this section. Eight (8) years or more of property casualty actuarial experience. An associate degree and six (6) years of property casualty actuarial experience. A bachelor's degree and four (4) years of property casualty actuarial experience. A master's degree and two (2) years of property casualty actuarial experience. AND One of the following actuarial credentials: Associate of the Casualty Actuarial Society; or Fellow of the Casualty Actuarial Society; or Fellow of the Society of Actuaries with the General Insurance track. Preferred/Desired Qualifications for the Actuary 2: Member of the American Academy of Actuaries. Experience working with insurance regulatory issues and requirements. Experience with predictive modeling, such as GLMs and tree-based models. Intermediate or higher skill level in Microsoft Excel, Word, and Outlook Required Qualifications for the Lead Actuary 3: The incumbent must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. Option 1: Fourteen (14) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role. Option 2: An associate degree and twelve (12) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role. Option 3: A bachelor's degree and ten (10) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role. Option 4: A master's degree and eight (8) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role. AND One of the following actuarial credentials: Associate of the Casualty Actuarial Society; or Fellow of the Casualty Actuarial Society; or Fellow of the Society of Actuaries with the General Insurance track. Preferred/Desired Qualifications for the Lead Actuary 3: Experience analyzing and interpreting Washington Title 48 RCW and Title 284 WAC. Previous experience in insurance regulatory compliance. Member of the American Academy of Actuaries. Experience with predictive modeling, such as GLMs and tree-based models. Experience supervising other supervisory level staff.
