NRSW Community Support Programs JOB ANNOUNCEMENT Announcement #: NAF-01-12 Opening Date: 02-08-12 Job Title: WORK & FAMILY LIFE SPECIALIST Closing Date: 02-24-12 Applications must be received or postmarked by closing or cut-off date Series/Grade: NF-0101-04 Salary Range: $52,842 - $56,369 ANNUALLY Category: FULLTIME Location: FLEET & FAMILY SERVICE CENTER, (FFSC), NAVAL BASE VENTURA COUNTY Area of Consideration: OPEN BRIEF DESCRIPTION OF DUTIES: The primary purpose of this position is to plan, implement, administer, and counsel on the FFSC programs concerning work and family life issues including information and referral and follow-up services to military members, retirees and family members. Incumbent serves as non-clinical consultant on a wide variety of work and family life issues and concerns. Interviews and assesses clients’ needs and concerns s they relate to areas such as relocation, deployment, career resource development and personal finance issues. Evaluates and interprets data received from interviews. Identifies and clarifies issues/concerns and determines appropriate referrals wither within FFSC and/or the civilian/military communities. Assists clients in prioritizing issues and developing plans and goals that are tailored to specific needs and concerns. Monitors and tracks service provision to evaluate and ensure customer service and client satisfaction. Periodically reviews interventions with the first line supervisor, FFSC Work and Family Life Supervisor or FFSC Director, recommending and carrying out appropriate actions to resolve concerns. Establishes, develops, implements, monitors and coordinates work and family life services and activities, to include information and referral services. Establishes objectives, procedures and plans that meet both long and short-range goals. Using interview data and changing demographics, conducts needs assessments to address programmatic changes. Works with first line supervisor to develop referral policies and procedures between FFSC, the base military and civilian agencies, and prepares memoranda of understanding to formalize agreements and roles. Provides guidance and training to other FFSC personnel engaged in related activities to ensure comprehensive service and assistance are offered. Reports progress and makes recommendations on program planning, agency coordination, and follow-up procedures to the supervisor. Maintains close liaison with on and off base agencies, establishments, advisory councils, and special emphasis groups. QUALIFICATION REQUIREMENTS: An Associate’s degree in education, social/behavioral sciences or related field coupled with 2+ years experience providing adult education and/or work/family life consultation; or 4+ years experience providing adult education and/or work/family life consultation. Knowledge of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields to assess needs and concerns of clients and understand how social or behavioral patterns or attitudes impact and affect work and family life issues. Skill in conducting interviews to establish the nature and extent of concerns and issues, provide assistance in developing goals and plans, and determine appropriate referral services and options. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interacting with Commands, individuals, families, military of all ranks, community agencies, and FFSC staff. Skill in working with social service delivery systems in the military and civilian community and gaining knowledge of individual agencies’ policies and procedures and establishing agreements. Skilled in providing individual education as well as group facilitation. Skill in using various computer software database, spreadsheet, word processing and network programs such as, Internet, Word, Excel, PowerPoint, military Installations (MI), and other FFSC databases. Ability to collect, evaluate, and disseminate information and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures. Knowledge of tenets of adult education and the development of training curricula based on the adult learning model. Knowledge of the formulation and the execution of need assessment tools. Ability to communicate effectively, both orally and in writing. Skill in public speaking, presentations and small group discussions. PARTICIPATION IN DIRECT DEPOSIT UPON EMPLOYMENT IS MANDATORY.
