Announcement #: NAF-02-12 Opening Date: 02-08-12 Job Title: SUPERVISORY EDUCATOR & TRAINING COORDINATOR Closing Date: 02-24-12 Applications must be received or postmarked by closing or cut-off date Series/Grade: NF-0101-04 Salary Range: $76,634 - $84,314 ANNUALLY Category: FULLTIME Location: FLEET & FAMILY SERVICE CENTER, (FFSC), NAVAL BASE VENTURA COUNTY Area of Consideration: OPEN BRIEF DESCRIPTION OF DUTIES: This supervisory position may be responsible for management of the day-to-day operations at the satellite location and is responsible for overseeing the development and delivery of non-clinical programs and services across the FFSC. The incumbent works closely with the Clinical Supervisor and FFSC Director regarding clinical and administrative program coverage and personnel matters at the site, and regarding administrative operations across sites. Oversees the following specific program areas and assigned staff: Information and Referral (I&R), Relocation Assistance Program (RAP), Ombudsman and Deployment Support, Personal Financial Management (PFM), Family Employment Readiness Program (FERP), Transition Assistant Management Program (TAMP), Life Skills Education and Retired Activities Office (RAO). The position reports to the FFSC Director for general direction and to identify problem areas and proposed solutions but is highly dependent in the performance of duties. Must be able to instantly assess and respond appropriately and conscientiously to crisis situations to include family violence and suicide risk and to make knowledgeable and accurate judgment in providing hands on assistance or additional self-help resources. Examines systems and workflows within the areas of responsibility using business process reengineering (BPR) principles. Coordinates with the FFSC Director and Clinical Supervisor in the redesign of business process to achieve dramatic improvements in critical performance measures as cost, quality, service and speed. Coordinates command representative program assignments and tracking. Actively participates in the Base Cross Functional Team Meeting. In coordination with the FFSC Management Team, establishes and monitors front desk response protocols regarding customer requests for: general information, counseling, one-on-one support sessions, attendance at briefs, workshops, training and groups and access to self-help resources. Ensures customer friendly and standardized processes across the sites; includes the use of automated forms and schedules. Oversees the establishment of automated, standardized curriculum information/lesson plans to be used for briefs, workshops, training, and the completion of key marketing and educational materials covering all areas of responsibility. Ensures professional presentations by staff, appropriate subject matter curriculum, effective delivery, and concise and “user friendly” handouts and materials. Networks with other civilian and military organizations to maximize use of external subject matter experts in the provisions of FFSC programs and to establish effective non-duplicative working relationships that enhance the delivery of services to customers. Identifies budget requirements for program areas and ensures adherence to local policies regarding approval and procurement. Develops and implements Quality Assurance Plan Measures associated with areas of responsibility. Attends installation Department Head Meetings and briefs with the installation Commanding Officer and Chief of Staff Officer, as directed. Directly supervises Work & Family Life staff and I&R staff and provide performance input to the direct supervisors, as appropriate, for other personnel providing services at the sites. Organizes, set and monitors workflow, communicates assignments, makes necessary adjustments to meet priorities and timely accomplishment of tasks. Effectively orchestrates employees’ performance in such a manner as to maximize individual strengths to most effectively contribute to the accomplishment of the FFSC mission. Manages all aspects of employee issues including awards, discipline, EEO, performance standards and workload. Ensures the timely and accurate completion of reports affecting areas of responsibility (i.e. TAMP, Quarterly Report). Prepares narrative and statistical reports to document trends in service delivery and utilization, and to respond to one time date calls. QUALIFICATION REQUIREMENTS: Shall hold a Bachelor’s Degree in business/organization management, education, social work, psychology, or human service discipline or combination of supervisory and management experience in social service setting, i.e. three years experience in managing/supervising government employee in social services setting. Experience with technical consultation and successful project management related to program planning, evaluation, and collaborative work with community agencies providing social or human services. Detailed professional knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect finding of aptitudes and interests. Knowledge of business management principles and practices, organizational development, marketing, and change management. Strong administrative skills and ability to supervise and lead personnel toward accomplishment of mission goals. Exposure to or experience in military life style, i.e. prior FFSC work experience, military family member, civilian work experience, or military service. Knowledge and skill in the use of personal computer and various software such as Word, Excel, and PowerPoint. Knowledge of FFSMIS. Ability to present effectively orally and in writing. Knowledge of Agency EEO programs and regulations. Must possess a valid California driver’s license and be able to operate a POV or government vehicle between FFSC sites and as necessary to perform the requirements of the position.
