This is a 12 mon project with our client in Columbia, SC Mandatory Requirements: · Experience in the development of enterprise-wide architecture and related technology systems governance · Application and/or systems development experience (multi-tier service-based architectures and mainframe architectures) · Experience in healthcare IT such as claims payment, insurance systems, health data analytics, and/or enterprise-class EHR/EMR(hospital systems) · Data center operations including processes and procedures, disaster planning, lifecycle management and planning · Enterprise-wide security especially in environments with highly sensitive data such as financial or health-related data · Experience leading small high- performing teams using agile methodologies · Experience leading teams and/or organizations through significant process transformation · Ability to improve operational efficiency, service delivery and info management across an organization · Exceptional project management skills including the ability to manage multiple projects in a cross- functional environment · Expertise in budget planning, financial management, and resource management including the ability to develop cost-effective approaches to organizational needs · Ability to communicate effectively both written and orally including the abilities to work senior leaders (inside and outside the organization) and to articulate technology solutions in business terms · Willingness and ability to effectively engage with people and organizations on a continuous basis · Knowledge of trends in technology and application development and a passion and excitement to remain open to new and changing ideas and approaches · At least 8yrs of experience in Info Technology and 3yrs of experience in a leadership or management role Desirable Experience: · Experience in health care info technology including public sector (Medicaid, Medicare, Tricare), commercial insurance, and/or hospitals or other health providers · Experience in IT and/or business operations for government payer programs (Medicaid or Medicare) · Experience with IT and/or eligibility operations for Medicaid, SNAP and/or TANF programs · Understanding of the Medicaid Info Technology Architecture (MITA) · Understanding of the Medicaid Enterprise Certification Toolkit (MECT) · Experience as part of a multi- organizational project team · Management of desktop/mobile environments including acquisition, configuration/management, and policy development · Management of a technology/software support help desk/call center Scope of the project: The Assistant CIO supports the organization and major projects by directly overseeing the Department's enterprise architecture and working across Department directors to ensure consistent design, development, release and maintenance of technology systems and services for enterprise business functions. This technical senior leader is a trusted partner of the CIO in leading SCDHHS through significant process transformation toward its goal of becoming a performance-driven organization. By focusing on the operational and technical aspects of the IT organization, the Assistant CIO enables the CIO to focus on the process improvement and transformational aspects of the Departments' needs by working with the State's stakeholders, provider community, and Medicaid beneficiaries to build strong relationships and drive innovation. This individual will provide architectural support activities across a broad collection of modernization projects for the South Carolina Department of Health and Human Services (SC DHHS). Current projects include the Eligibility and Enrollment Member Management System, the Medicaid Management Info System to replace the existing Medicaid Eligibility Determination System (MEDS) along with related requirements for MAGI-eligibility and connections to the Federally Facilitated Exchange (FFE); implementation of ACA-related operating rules and ICD-10 in the existing MMIS system (mostly mainframe); MMIS replacement planning (focused on an innovative strategy combining ASO services and encounter data analytics); as well as other projects driven by programmatic goals and objectives and coordinated through the Department's Project Management Office (PMO). These projects are highly complex and demand an exceptionally strong candidate with diverse experience able to communicate and present to senior leadership. Daily Duties / Responsibilities: The Deputy CIO will be responsible for the implementation, operations, performance, budgeting, planning and strategy for key enterprise systems that drive critical business functions. · Provide Technology Vision and Direction - Drive development of the enterprise architecture and infrastructure planning across the organization - Understand the complexity of the Medicaid environment and be able to effectively envision, communicate and facilitate a path to transformation - In concert with policy, program, project, and details assurance leadership, establish and oversee IT standards, policies, and governance - Participate in strategic planning and advise CIO and executive staff on technology decisions and the business and budget impacts - Stay current with emerging and new technologies (within Medicaid/Health IT and beyond) and their potential impact for the organization · Ensure Superior IT Delivery Performance - Drive a measurement-driven culture and ensure that key IT operational metrics are set and met. Monitor performance and and work with OIM directors to address Direct and manage technical, professional and management staff in fulfilling the organization's IT service demands - Identify and work with OIM directors to implement best practices for optimizing infrastructure and operations costs, improving system performance, and ensuring service-level requirements are met - Participate in IT/OIM budgeting to ensure adequate planning and lifecycle management, RFP processes, and key vendor relations · Develop Business Intelligence (BI) Capabilities - Establish the consolidation and standardization of the organization's data warehousing and enterprise details management strategies - Support organizational business intelligence capabilities especially with regard to near real-time operational data Participate in organization-wide data management efforts and collaborate with new units focused on health outcomes and related financial research and data analytics. In addition to technical expertise, highly qualified candidates will also have experience and subject matter knowledge of Medicaid and/or health eligibility and delivery systems. Familiarity with ICD-9/ICD-10 coding standards, X12 EDI transactions, and the Affordable Care Act and it impacts on Medicaid eligibility and health insurance exchanges is also beneficial.
