May 15, 2024 TO: All Interested Persons Bonneville County is now accepting applications for the following position: Position: Court Clerk II Starting Salary: Pay Grade 9 - starting salary is $16.22 per hour Work Hours: 40 hours per week Closing Date: Posting will close January 30, 2023 or when filled, whichever comes first. * Posting will close June 16, 2024, or when filled, whichever comes first. GENERAL PURPOSE Perform a variety of entry-level complex clerical, secretarial, and routine administrative duties as required to expedite and maintain proper processes, procedures and protocol related to civil, criminal, child support, special proceedings, traffic, juvenile, felony or misdemeanor cases brought before the district or magistrate court. SUPERVISION RECEIVED Work under the general supervision of the Criminal/Traffic Court Supervisor or the Civil Supervisor. SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS Criminal: Receive and set up infraction, misdemeanor, felony citation, complaints, grand jury indictments, BAC refusals, and fugitive warrants. Data enter case/defendant information into state computer system, creates master record for all new defendants, assign case numbers and schedule hearings. Apprise clients of responsibilities to attend pre-trial conferences, trials, and hearings. Record not guilty pleas and set up pre-trial conferences. Maintain daily calendar of all cases scheduled for arraignment. Prepare files daily to assure proper scheduling. Identify, organize, and prepare paperwork for court. (i.e. in-custody, non-custody, and traffic arraignments). Maintain calendar for BAC refusals, calendar for requested hearings, prepares necessary documents for court and judge's signature. Receive and data enter warrant information for warrants served, assure proper accounting for original warrant document. Issue summons, warrants, subpoenas, no contact orders, dismissals and deliver to proper agencies for service, assure warrants and no contact orders are properly docketed and entered into respective book, and coordinates with warrants officer and records department. Receive processes and receipts cash and surety bonds, collect fines, fees and forfeitures, posts receipts to proper case and determines status of the defendant. Determine need for arraignment or court hearing and prepares necessary documents. Process electronic filings in the online filing system, review and check for accuracy, file stamp, and accept or reject documents. Ensure the correct data entry is performed and forward filings to correct workflow path. Monitor filings in the computer system to ensure timely processing of filings. In-Court Clerk: attend district or magistrate court hearings and proceedings, bring prepared paperwork and data enter case disposition and hearing results, schedule future hearings, and closes cases. Prepare and issues warrants, rescinding orders, etc. Monitor recording and swears in witnesses in the absence of the Judicial Clerk. Assure security and integrity of case documentation. Receive and process request for copies of transcripts, collect money and data enter into State system. Assure security of various minutes, transcripts, and documents. Cashiering: Perform complex accounting and bookkeeping of all money received through the individual cashiering station including cash, money order, business and personal checks, and credit cards. Prepare daily balance and turns into the Court Operations Manager. Traffic: Assist public and law enforcement officers with payments on fines. Respond to inquiries related to fine balances, suspensions citations, court appearances, and citation history. Process daily receipts and updates computer records. Report to state office of transportation as required, update case file for hearings, and coordinate with district/magistrate judicial secretaries as needed. Follow established procedures in processing infractions. Run weekly reports, review, print and prepare notices for mailing. Civil Case Court Process: filing of Civil Complaint, while at the windows assisting patrons in opening new cases all initial case filings in District and Magistrate Division of any type i.e. Adoptions, Adoption/Termination of parental rights, Termination of parental rights, Personal injury or other claims of ($10.000) or less, Petition for formal probate, application for informal probate, Name change, Permission to Marry, Child Support/custody, Habeas by prisoners, Paternity action, Unlawful detainer/eviction, Relief from firearm disability, Legal separation, Divorce with or without minor children, Summary administration of small estates, Petition for release from common law lien, Petition for entry of Judgment on worker's comp award, Guardianships on behalf of minor or incapacitated person, Post-conviction act, minors compromise, Civil Protection Order, Small claims, and Appeals. Answers telephone and gives messages or takes messages from attorneys, probation officers, police officers, and the general public; apprises callers of status of various cases; exercises judgment related to confidentiality and propriety of case, hearing, warrants, and related sensitive material. Maintain calendar schedules for all Unlawful detainer/eviction and Supplemental hearings, mails notice of hearings. In-Court Clerk: attend magistrate court hearings and proceedings, bring prepared paperwork and data enter case disposition and hearing results, schedule future hearings, and closes cases. Rescind orders, swear in witnesses in the absence of the Judicial Clerk. Assure security and integrity of case documentation. Ensure that all sealed cases are handled accordingly. Ensure that all petitions are electronically mailed to both Idaho Falls Police Department and Bonneville County Sheriff's Office. Process electronic filings in the Online Filing System, review and check for accuracy, file stamp and accept or reject documents. Ensure the correct data entry is performed and forwards filings to correct workflow path. Monitor filings in the computer system to ensure timely processing of filings. Verify that the appropriate fees were paid. Issue summons and Issue subpoenas. Work with several systems, Odyssey, OFS, Work-Flow Queue & Guide and File. Work with the Court Assistance Officer, Domestic Violence & Guardianship Coordinator. Perform duties as assigned. MINIMUM QUALIFICATIONS 1. Educations and Experience: A. Graduation from a high school; AND B. Two (2) years of post high school training or experience general office practice; OR C. An equivalent combination of education and experience. 2. Required Knowledge, Skills, and Abilities: Working knowledge of modern office practices and procedures related to numeric and alphabetical filing systems; basic mathematics; interpersonal communication skills; basic operations of personal computer or mainframe terminals and related software applications. Ability to communicate effectively, verbally and in writing; develop effective working relationships with elected officials, professionals, the public, and fellow employees; operate a variety of types of standard office equipment; read and follow precise guidelines from court orders and Idaho Code; work quickly and accurately; maintain acceptable levels of efficiency while working with time pressures and deadlines; maintain confidentiality on sensitive issues. 3. Special Qualifications: Must be bondable. Must meet all security requirements for access to NCIC/ISTARS reports including background check and fingerprinting. Preference in hiring shall be given to applicants with legal clerical or secretarial experience. Highly proficient keyboard and 10-key skills. 4. Work Environment: Work is performed in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular exertion, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking; guided and creative problem solving.
