Summary This position is located in the Office of the Inspector General, Investigations DivisionThe supervisor for this position is the Special Agent in Charge This position is Non-Bargaining Unit.Note: Expenses associated with interview will be paid; however, expenses associated with relocation will not be paid. Duties Serves as a Criminal Investigator in the Office of the Inspector General with the responsibility under the direction of the Assistant Inspector General for Investigations, to perform such investigations and event inquiries as may be required to assure the integrity of operations of the U.S. Nuclear Regulatory Commission (NRC) and Defense Nuclear Facilities Safety Board (DNFSB).Personally conducts or assists in investigations of possible violations of criminal laws or regulations and other irregularities in the administration of Commission programs and activities. Identifies, collects, examines, and preserves evidence using controlled and documented analytical and investigative techniques. Analyzes and summarizes those investigations as they relate to the jurisdiction of the NRC. Undertakes and documents these investigations in accordance with professional standards. Ensures that investigations are pursued, documented and finalized in accordance with the professional investigative standards developed and promulgated by the Inspector General community and with due regard to applicable laws and regulations. Maintains liaison with other key law enforcement and investigative personnel in other departments and agencies to include the Departments of Justice, Treasury, FBI, and other Inspector General offices. In the performance of duties, may be required to handle, review, access, and/or protect classified, sensitive, or other information that, if not protected, could potentially cause exceptionally grave damage to national security. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Tested position. Background investigation leading to a "Q" clearance is required. Successful completion of a Pre-employment Medical Examination Completion of the FLETC Criminal Investigator Training Program Filing of the Confidential Financial Disclosure Report form (OGE-450) This position is subject to prohibited securities rules. Telework Schedule Like all positions within the OIG, this is a hybrid-telework position, combining virtual work with in-person work. The in-person component involves attendance at the OIG office, located within the NRC Headquarters building (free garage parking), at least three days per week, that is, at least six days per two week pay period, subject to revision by the Inspector General. There is flexibility as to which in-person days are chosen. The person selected for this position will be required to relocate to the Washington, DC metropolitan area within 120 days after accepting the position if residing more than 50 miles from NRC headquarters. Time and Grade Requirements You must meet the qualifications for this position no later than 30 days after the date you submit your application and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. In addition, Investigators must have experience conducting criminal and/or administrative investigations in one or more of the following areas: Misconduct Investigations Engineering Physical Science Contracts Program Fraud Specialized experience is experience and training that equipped you with the ability to conduct investigations and/or inspections of allegations to determine violations of laws, regulations, and/or procedures. Specialized experience also includes the ability to prepare concise and accurate reports of investigations, inspections, and/or allegations.The ideal candidate should possess the following: Thorough and broad knowledge of Federal criminal laws and investigative techniques and procedures in order to conduct professional investigations of violations of those laws or irregularities within the jurisdiction of the NRC OIG. Demonstrated experience in the collection, preparation, documentation, analysis and preservation of physical and documentary evidence. Demonstrated experience in conducting complex investigations and preparing concise and accurate written summaries and reports and analysis of investigations in line with good investigative report writing techniques. Demonstrated knowledge of applicable administrative policies, practices and procedures within the Federal Government and the NRC. Demonstrated ability to establish and maintain effective working relationships with NRC personnel, private industry, law enforcement personnel, Congressional personnel, and other personnel. Demonstrated ability to prepare written investigative summaries and reports that are accurate, understandable, thorough, clear, and objective.
