The Maryland Technology Development Corporation d/b/a TEDCO is an organization established by the Maryland General Assembly in 1998 to help early stage technology and life sciences companies throughout the state of Maryland to grow and thrive. TEDCO helps establish connections, identify funding, and provides consulting services to help identify and cultivate new businesses, and to bring innovation to the marketplace. The Senior Program Manager, SBIR/STTR Programs is a critical role within TEDCO, designed to oversee and enhance four key areas: the SBIR/STTR Proposal Lab, the Technical and Business Assistance (TABA) program, the Maryland SBIR Matching Funds program, and the Maryland Technical Assistance Program. This position requires a proactive and strategic leader capable of managing multiple programs effectively with minimal supervision. The role demands regular interaction with stakeholders, program participants, and other TEDCO teams to deliver high-value support to Maryland's innovation ecosystem. The Program Manager is responsible for managing the portfolio of SBIR/STTR companies. In this role, the Program Manager is to maintain regular, close communication with companies receiving support regarding their progress with milestones through completion. The SBIR/STTR Program Manager will work with the Federal Engagements team to manage and continually improve the department's initiatives to meet client company expectations while ensuring a high level of satisfaction among the assisted companies, associated volunteers, and consultants. The Program Manager reports to the Director of Federal Programs. Essential Job Duties and Responsibilities Primary Responsibilities (80%): SBIR/STTR Proposal Lab Management (30%): Collaborate with the marketing team to promote an Annual Proposal Lab. Organize and host informational webinars and workshops. Oversee the application and selection processes for lab participants. Coordinate with subcontractors and manage the review process by selecting expert advisors from TEDCO's Network Advisor Program. Prepare and submit detailed quarterly financial and narrative reports. Technical and Business Assistance (TABA) Program Management (20%): Manage the application process and the selection of advisors in collaboration with TEDCO's E3 department and its Network Advisors program. Evaluate the effectiveness of advisors and the outcomes of their engagements. Oversee the allocation and use of TABA funds. Maintain rigorous program metrics and reporting. Monitor revenue and expenses associated with the TABA program. SBIR Matching Funds & Technical Assistance Program Management (30%): Establish and oversee a selection committee for the Matching Funds program. Collect and analyze performance metrics from recipients quarterly. Assess company readiness for Technical Assistance and direct companies to appropriate training and advisors. Manage a technical assistance program for companies pursuing SBIR/STTR funding. Ensure alignment and compliance with Maryland legislative requirements. Manage program funds and ensure effective use towards company growth. General and Administrative Responsibilities (10%): (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.) Attend and report at internal meetings and TEDCO events, such as expos and legislative briefings. Maintain transparency and regular communication with stakeholders through detailed reports and presentations. Support the Director of Federal Programs in strategic initiatives and daily operations. Complete other duties that may be assigned. Strategic Responsibilities (10%): Work collaboratively with TEDCO teams to refine and implement strategic growth plans for all managed programs. Promote synergy throughout TEDCO to maximize impact and resources. Qualifications A Bachelor's degree and a minimum of five(5) years of experience in program management, preferably in technology or startup environments. Proven experience in managing grants with a preference for experience with government-funded programs, particularly SBIR/STTR or similar grants. Minimum of three (3) years of experience assisting early-stage companies with technology commercialization. Knowledge, Skills, and Abilities Strong leadership and organizational skills with the ability to manage multiple tasks simultaneously. Excellent communication skills and proficiency in stakeholder (internal and external) engagement. Demonstrated ability in using Salesforce or similar CRM, and familiarity with Microsoft Office Suite and virtual meeting platforms. Knowledge of Maryland's Federal Agency ecosystem is a plus. Work Environment and Physical Demands This job operates in a hybrid work environment, allowing flexibility between office and remote work. The role requires occasional travel for work, meetings, and events within and potentially outside Maryland.
