Job Posting: Associate Policy Counsel Department: Policy Reports to: Senior Policy Counsel FLSA: ExemptThe New York City Bar Association (City Bar), founded in 1870, is a voluntary association of approximately 23,000 lawyers and law students. The City Bar’s mission is to equip and mobilize a diverse legal profession to practice with excellence, promote reform of the law, and uphold the rule of law and access to justice in support of a fair society and the public interest in our community, our nation, and throughout the world. DEPARTMENT FUNCTION The Policy Department, which is comprised of the Senior Policy Counsel, Director of Advocacy and Associate Policy Counsel, coordinates the City Bar’s policy work, legislative activity and advocacy. Our work addresses international, federal, state and city issues, and is most often directed to government officials, court leaders, legislators, agency heads, other bar associations, and the media. Our committees participate in shaping public policy in a variety of ways including writing on pending or proposed legislation, testifying at hearings, writing letters to public officials, drafting amicus briefs and making lobby visits (in-person and virtual). It is our job to facilitate these activities and ensure that the City Bar’s reports and policy positions are communicated to the key players at the most impactful times. In partnership with committee members, we: Help develop policy positions and determine the best format for communicating those positions, e.g., legislative reports, policy papers, testimony, statements, amicus briefs, op-eds, etc.; Strategize about how and when to communicate with policymakers and related stakeholders, and conduct meetings and lobby visits with key legislators, staffers and agency officials; Track legislative developments and provide updates as requested; and Work with committees to seek sponsors and advocate for legislation they’ve proposed. We also work with City Bar leadership to develop and issue statements on current legal issues as they arise. AREAS OF RESPONSIBILITY INCLUDE, but are not limited to: Review/revise draft committee reports, testimony, amicus briefs, research papers, op-eds, etc. and shepherd them through review/approval process Work with committees to develop policy positions, collaborate, work out conflicts, strategize, etc. Coordinate with the President, Executive Director, and senior staff to realize policy initiatives and goals, including drafting/editing President’s statements and other City Bar communications, forming new task forces and working groups, etc. Work across departments to effectuate/communicate/collaborate in furtherance of mutual goals and joint projects Respond to requests and inquiries from press, committees, members, staff, and the public on a myriad of issues Work with the Director of Advocacy on advocacy projects, including drafting one-page summary documents, such as FAQs, for ease of reference and advocacy talking points Work with students – including law school interns, college interns, etc. Attend committee meetings as needed Collaborate with the Programs Department as needed with respect to workshops, panels, and events Work with Communications team on eNews, press releases, and other policy/communications projects Coordinate with ABA, State Bar, and other bar associations on resolutions and other projects Meet with legislators, legislative staff and government officials as needed in coordination with the Director of Advocacy Meet with foreign/international legal professionals Take on additional responsibilities/special projects as needed QUALIFICATIONS, SKILLS AND REQUIREMENTS JD required Minimum 6 years of legal work experience post-JD (may include judicial clerkships) Excellent writing and communication skills Must have a proactive approach, be detail-oriented and organized Must have strong time management skills and successfully prioritize workload Demonstrated ability to work collaboratively as part of a team as well as independently Prior policy, advocacy or government affairs / relations experience a plus Prior bar association experience/engagement a plus Applications will be considered on a rolling basis until a qualified candidate is hired. This position will have a hybrid work schedule (2-3 days in our midtown Manhattan office per week). In-person attendance is required for certain events and meetings, with advance notice. The hybrid schedule is subject to review and revision based on the departmental needs. Candidates must be authorized to work in the United States. We are not able to sponsor visas for this position. This is a full time position with a salary range of $95,000 - $105,000 based on depth of skills and experience..
