Federal Payment Card and Charge Card SME The Position: The General Services Administration (GSA) Center for Charge Card Management (CCCM) seeks a highly skilled Federal Payment Card and Charge Card Subject Matter Expert (SME) to contribute to the development of the next iteration of the GSA SmartPay program. This government-wide initiative provides commercial charge card and payment-related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. The SME will play a pivotal role in ensuring the program's alignment with objectives and regulations.Responsibilities: Provide expert guidance for the development of the next GSA SmartPay master contract. Analyze industry payment trends and recommend strategies to optimize federal payment card programs. Collaborate with CCCM and stakeholders to draft and refine the PWS for the master contract. Manage vendor relationships and oversee selection process for industry partners. Ensure compliance with relevant regulations and standards. Monitor and evaluate program performance, identifying areas for improvement. Provide training and guidance on federal payment card policies and procedures. Stay informed about changes in industry regulations and standards to adapt program strategies. We believe a successful Subject Matter Expert will have: Bachelor's degree in finance, business administration, or related field; advanced degree preferred. Minimum 5 years' experience in federal payment card programs, with expertise in government charge cards and commercial payments. In-depth knowledge of GSA SmartPay Program, including familiarity with current master contract. Experience drafting performance work statements (PWS) and managing vendor relationships. Thorough understanding of banking system security, including PCI standards, FISMA, and FEDRamp. Excellent communication and interpersonal skills for collaboration with stakeholders. Strong analytical and problem-solving abilities with keen attention to detail.
