Title: Assistant Director of Student Services DBM Classification: D63/Grade 20 Department: Special Education Salary Range: $99,293 - 143,974 Employee Group: Supervisor/Manager Prepared Date: March, 2024 Reports to: Director of Student Services FTE/ FLSA Status: 1.00-12-Months- Exempt SUMMARY OF RESPONSIBILITIES Under the direction of the Director of Student Services, the Assistant Director of Student Services assists in the planning, implementation, monitoring, and coordination of licensed staff, paraprofessional staff, and related service providers. Provides support to special education students and homeless students, as well as health services and restorative practices. The Supervisor develops program models and supports and supervises staff development in research-based interventions. DUTIES AND RESPONSIBILITIES Assists the Director of Student Services in the planning, development, and implementation of program priorities with staff in the 13 different disability areas. Assists District staff in problem analysis and resolution. Formulates goals, facilitates processes, and plans change by setting priorities with staff. Motivates staff through providing feedback, coaching, evaluation/observation, and guidance. Coordinates special service programs by planning, scheduling, establishing procedures, and monitoring projects. Determines staff requirements, monitors, adjusts, and evaluates staffing allocations for licensed and non-licensed staff. Monitors program activities to ensure that legal requirements are provided to parents and students in a non-adversarial manner to reduce litigious liability. Attends legal conferences, Sp. Ed. Leadership forums and targeted law conferences. Recommends and modifies practices and processes in response to ever-changing legal requirements. Provides timely staff training about legal requirements and implementation. Monitors staff compliance with legal requirements. Consults, advises, and trains District personnel and administrators in changing legal mandates and processes for Special Education and Section 504 accommodation plans. Provides leadership to create and support specific learning communities to build programmatic capacity. Builds capacity in team leaders by enhancing consistent practices District-wide. Supports Educational Evaluation Teams. Plans and recommends District-wide staffing allocations and building-by-building resource distribution based on student needs, financial resources, space limitations, and federal/state mandates. Creates a model for program review to be effective on an annual basis. Collaborates and works closely with other general education program partners. Plans, monitors, and implements a system for students requiring Sp. Ed. Transportation in accordance with federal requirements of FAPE. Creates a unified system to serve special education students in non-public schools within the District. Plans and implements District-wide special education training in federal, state, and local mandates. Creates training modules for all staff (administration, general education, etc.). Facilitates and plans for building-level staff development for special education staff. Mentors staff on a daily basis within classroom settings, at due process meetings, and through individual consultations/coaching. Disseminates information on opportunities for additional training and allocate resources for development. Serve on the District Staff Development Committee (DSDC). Represent SLP on various interagency groups and committees. Serves on the transition interagency committee (CTIC) to assist in developing, planning, and allocating resources for "Part C" funds. Serves as the District representative to the West Metro District for students placed in more restrictive Out-of-District placements. Performs other comparable duties of a like or similar nature as assigned. Provides professional expertise and assistance to individuals, other District staff, and the community concerning areas of instructional expertise/knowledge. Attends training sessions, conferences, seminars, District and departmental meetings. KNOWLEDGE, SKILLS & ABILITIES Laws, rules, statutes, and guidelines related to special education programming, due process, and related requirements. Knowledge of medical assistance, eligibility, and service requirements. Instructional strategies, concepts, principles, methods, practices, and trends dealing with issues of child development, special education, and instructional methods. Knowledge of resources, service alternatives, and options available to children with special needs. Fundamentals of staff leadership and coordination, Knowledge of District administrative procedures and policies pertaining to school finance, personnel, purchasing, and other administrative programs of the District. Leading, coordinating, monitoring, training, and resources to special education personnel. Planning, evaluating, and implementing new or existing program changes. Statistical measurement and assessment techniques used in evaluating the effectiveness of special education, educational programming, and educational outcomes. Monitoring, documenting, and maintaining student data and requirements for local, state, or federal data reporting needs. Interpreting and applying mandated laws, rules, regulations, and guidelines consistent with the intent and purpose of the legislative requirements and District policies and procedures. Providing support, resources, and training to staff in instructional and due process issues. Organizing and presenting complex concepts, issues, and ideas to the public, staff, and members of the District in an understandable manner. Planning and implementing staff development programs for District/special education staff. Ability to deal effectively and appropriately with parents, students, staff, administrators, providers, and educational professionals over instructional needs, curriculum, due process, services, concerns or problems of the student and/or District. Dealing with children, staff, parents, administrators, and other educational/health professionals over instructional and due process issues. Interactions require persuasion, negotiation, and conflict resolution. SUPERVISORY RESPONSIBILITIES Directly supervises all Special Education staff, and directly or through subordinate administrators, supervises Special Education Program Supervisors, Evaluation Teams, Consultants, Teaching and Learning Specialists, Homeless Liaison, and support staff. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. PHYSICAL DEMANDS Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. WORK ENVIRONMENT Duties are generally performed in an administrative/office/school setting where there are minimal environmental hazards and risks. Employee(s) may be exposed occasionally to disagreeable or stressful conditions involving human interactions. EDUCATION and/or EXPERIENCE Master's Degree- M.A. or M.S. Requires a minimum of three (3) years related experience in special education. Licensed as Director of Special Education.
