SUMMARY: NJ TRANSIT's Capital Planning Team is responsible for the creation and management of the rolling five-year Capital Plan. A Resilient Infrastructure Coordinator is a planner, environmental sciences, and/or engineer who plays a critical role in the Capital Planning Team and are key to developing the agency's five-year capital plan. Resilient Infrastructure Coordinators intake capital investment needs and concepts from operating departments and others and are responsible for shepherding these concepts through the project initiation process, and any resulting updates the NJ TRANSIT rolling five-year Capital Plan.Resilient Infrastructure Coordinators are often involved in a variety of projects at different phases of implementation and are key in helping the agency deliver projects that enhance the agency's preparedness, resilience, and adaptation to climate change impacts. They often serve as climate change planning technical advisors or task leads to project managers for capital projects and run the business case process for ensuring project goals and KPIs aid in the implementation of resiliency capital projects. For competitive grants, a Resilient Infrastructure Coordinator will play a critical role in providing technical support and generate materials necessary to win funding for selected projects and programs. ROLES & RESPONSIBILITIES: Coordinates with operating groups, office of NJ TRANSIT emergency management, and Capital staff in the development of analysis, models, and other tools to identify resiliency needs for infrastructure and other capital assets, Performs transportation policy and planning analysis, data analysis, data visualization, and other activities as necessary to support Capital Planning's development of new projects, project master plans, and other reports related to capital projects, capital initiatives, and the capital plan. Responsible for the intake of resiliency capital improvement concepts from the service lines, evaluating their merit, and shepherding selected projects through the Capital Plan process. Includes developing a right sized scope of work, budget, and project delivery schedule. Performs evaluations of progress of the resiliency capital improvements included in the Capital Plan year over year and revisits Key Performance Indicator (KPI) metric benchmarks to evaluate success and performance improvement opportunities of the overall Capital Plan. Develops GIS and other analytical tools for project planning, development, and performance. Can be tasked with analyzing the impacts of resiliency capital investments have on transit infrastructure, fleet, and facilities, organizing data on existing infrastructure, facility, fleet, and services, developing business case reports, assessing capital investments along major corridors or in major service areas, master planning existing and future facilities, developing materials for major policy or guidance documents related to capital investment needs, and/or refining an existing scope to fit within a funding opportunity. Assists project administration, management, and delivery for Capital Planning initiatives and projects. Responsibilities can include coordinating the administration, and delivery for Capital Programs initiatives, projects, programs, and other agency initiatives. Provides spatial planning analysis, expertise, and support for project implementation in other departments. Research best practices of activities for improving NJ TRANSIT's institutional knowledge of transit related subjects. Responds to data inquiries and requests from internal and external entities, as directed. Develops technical analysis, writing and other materials for competitive grant applications. EDUCATION, EXPERIENCE & QUALIFICATIONS : Bachelor's degree in planning, Engineering, Sciences, Statistics, Economics, Public Administration, Public Policy or related field. Experience in performing any of the following: initiating, planning, developing, and/or designing, projects or public programs/initiatives; geospatial analysis; project management; resiliency planning and program development. Any equivalent combination of related work experience and education may be substituted for a Bachelor's degree. KNOWLEDGE & SKILLS : Knowledge of transportation planning principles and techniques, bus, rail and light rail facilities and operations. Knowledge of project management and managing budgets for projects. Experience in grant pursuits, grant application writing and other grant related activities is preferred. Experience working with federal and statutory regulations and technical writing preferred. Interest in environmental modelling and analysis preferred. Interest in mentoring interns and becoming involved in academic research.
