POSITION SUMMARY: *Prefer an honorably discharged veteran, or family member with first degree relationship; preference given to applicant with knowledge of the VA system and veteran community resources. Expected to be connected to the veteran/widow community, especially those with no family support and able to engage or intervene with veteran/widow experiencing a crisis. Assess their needs and assist with getting them veterans benefits, federal, state and local also connect them with other resources. Maintain their information/assistance in a database/case file. Attend required training and other training to become a subject matter expert in Social Services programs, i.e. Social Security/Medicare and will learn and maintain knowledge about VA benefits, focusing on Non-Service Connected Pensions. Expected to conduct outreach to educate the veteran community about services available. Become accredited and maintain accreditation to step in for the County Veterans Service Officer in their absence as well as file Non-Service Connected Claims during limited timelines. QUALIFICATIONS: Associates Degree in related field, i.e. human services, counseling, social work, etc., and favorable 3 to 5 years working experience in a customer service-related service industry. Or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Employees are provided the opportunity to participate in training and education programs. Some training programs may be mandatory, and others are optional. These opportunities may include on-the-job training, self-study, seminar, in house programs and in-service programs. Must possess a valid Ohio driver’s license. Must obtain within 12 months of appointment into position and maintain accreditation with the Ohio Department of Veterans Services and/or the National Association of County Veteran’s Services Officer; must obtain and maintain VA access through acquiring a PIV card; must obtain and maintain Service Officer Accreditation with veterans’ organizations, but definitely with the American Legion (AL), Veterans of Foreign Wars (VFW), and Disabled American Veterans (DAV). Upon conditional hire into this position, and as a condition of continued employment, each employee is required to submit to and pass a drug test, criminal background check, and be insurable under the Commission’s driving insurance provider guidelines. Ability to document personal identity and employment eligibility within three days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act (I-9) requirements. Must be able to operate motor vehicle, computer, printer, general office equipment and computer software (Microsoft Word, Excel, Outlook, Access, Adobe Acrobat Reader). If not be able to learn to operate a projector, electronic tablet, paper shredder, scanner and software such as Share, VBMS, and WebEx/Zoom. DUTIES: Manages a detailed social services caseload, including providing social services to veterans and/or surviving spouses; makes home visits, conducts initial assessments and follow-up checks; assesses needs of client, makes referrals for appropriate services, communicates with Adult Protective Services, completes assistance justification form if needed; coordinates with Administrative Assistant for office appointment; educates the veterans or veteran’s spouse and/or caretaker on available assistance and benefits; maintains a database of veterans and/or surviving spouses who have little to no support system; assists veterans or veteran’s spouses and/or caretaker with completing paperwork, submitting applications for medical, monetary, educational, and other form of assistance. Networks with community support agencies; attends meetings to be the office connection and learn what can be utilized to help the veteran and/or surviving spouse; attends community-support training; educates the office staff on available resources; provide data to director. Investigate reports of possible homelessness to prevent; assess public health condemned/not fit for occupancy/nuisance complaints; works with Registered Sanitarian and reviews order, inspects homes, determines needs, coordinates needed service, counsels veterans, advocates for community support, and makes referrals. Creates and develops programs and services that will benefit veterans, their families, and the community; plan, attend, and conduct outreaches to educate the community on those benefits; coordinate with County Veterans Service Officer (CVSO) on outreaches that can be a joint effort; maintain updated knowledge of conflict management, anger management, and has the ability to conduct individual and group discussions. Maintains required licenses and certificates. Demonstrates regular and predictable attendance, including possible late evening and weekend hours. Meets all job safety requirements and OSHA safety standards that pertain to essential functions. Performs other duties as assigned (e.g. collaborates with CVSO on referrals sent for compensation and benefits assistance; collaborates with Transportation Coordinator to arrange transportation of veterans discovered to be in need during health and welfare checks; assists veteran and/or surviving spouse who lack an established support system,; attends training to be knowledgeable and stay current on VA benefits and direct them to the CVSO to apply; become accredited as a Service Officer; attends training and stay current on Social Security and Medicare/Medicaid benefits; etc.) These duties are illustrative only and you may perform some or all of these duties or other job-related duties as assigned. DOL strength rated as Sedentary: exerts up to ten (10) pounds of force occasionally (occasionally: activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (frequently: activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull, or otherwise move objects. In cases of emergency, unpredictable situations, and/or department needs, required to lift, push, pull, and/or carry objects heavier than DOL strength ratings recommend.
