Job Summary Purpose and Scope Reporting to the Chief of Stations, the Deputy Chief of Structures is responsible for ensuring structures, buildings and bridges afford riders the best user experience, and employees with the best work experience possible. This includes implementing strategies to ensure the safety, security and cleanliness of the structures, buildings, and bridges; to ensure communications to customers are clear, timely and informative; and to address concerns raised by riders and employees in a timely fashion. In addition, this role will have heavy collaboration with internal departments, regulating agencies, community groups and the public to develop new services, maintain a positive corporate image, improve/maintain asset and transit infrastructure, and increase revenue. Duties & Responsibilities Principal Duties and Responsibilities Establishes the overall goals, priorities, and strategic initiatives for all structures, buildings and bridges relating to safety, accessibility, service delivery, maintenance, and budgeting. Develops and implements strategies to ensure all critical and non-critical aspects of structures, buildings and bridges are inspected and maintained to ensure the safety, security, accessibility, comfort and reliability of the stations. Develops and implements a process to document all inspections and a process to report all defects or findings to the appropriate departments for mitigation. Develops and implements a follow-up inspection process to ensure that all mitigation efforts address the concerns raised about structures, buildings and bridges and escalates unaddressed issues. Manage a staff of employees responsible for the inspection of structures, buildings and bridges and monitoring of contract related to structures, buildings and bridges maintenance. Works closely with all Operating Departments to address concerns raised about structures, buildings and bridges identified through inspections, through customer communications, and through employee communications. Works closely with all Operating Departments to ensure the readiness and accessibility of structures, buildings and bridges for special events, weather emergencies and all other out-of-the-ordinary events that impact the customers' use of stations. Develops a strategy to ensure all communications and notices about structures, buildings and bridges for impacts such as, special events, closures, elevator and escalator outages, service delays, maintenance, etc, are posted clearly and in advance, when possible, of the impact. Develops a strategy to ensure safety and maintenance aspects of structures, buildings and bridges, such as lighting conditions, conditions of stairs, cleanliness of floors and wall, stability of ceilings, loose debris or along the right of way, etc, are inspected regularly and reported as needed. Works with the MBTA Security Department and Engineering & Maintenance to ensure all security systems, such as fire alarms, sprinkler systems, camera, etc., are operational Work with Customer Experience to develop a strategy to inform the public of all structure, building and bridge enhancements and to ensure public information boards are working. Prepare reports for senior leadership on the current state of structures, buildings and bridges and on the progress of structures, buildings and bridges maintenance and upgrade projects. Develop Requests for Proposals for contractor services, including development of contract scope and specifications and will participate in the selection of vendors and contractors. Manage contractors to ensure compliance with established service contracts. Will participate in public hearings when the condition of structures, buildings and bridges may be addressed. Provides general oversight and approval to overall operating budget including recommending changes to budget to accommodate critical hires and retention actions and participates in Capital Investment Plans (CIP) Assists in the Authority's response to extraordinary situations including emergencies, derailments, accidents, serious service delays, severe weather in order ensure safety and securement of riders, employees, and MBTA assets. Provides direction and approvals (when necessary) for all maintenance costs and budgets Communicate effectively with customers, vendors, and employee Available to work all shifts and locations as assigned or directed. Will drive a company or personal vehicle to visit work sits and assist at events and emergencies as needed. Available to work as per assignment by the MBTA twenty-four (24) hours per day, seven (7) days per week as directed by supervisory personnel for severe weather conditions, emergencies or any other circumstances that may potentially impact service or the safety of service. Minimum Requirements & Qualifications Supervision Employees responsible for the inspection of structures, buildings and bridges and monitoring of contract related to structures, buildings, and bridges maintenance Minimum Education A bachelor's degree from an accredited institution in Business Administration, Engineering, or other transit related field. Minimum Experience and Required Skills A minimum of twelve (12) years of experience in facility inspection, auditing and maintenance A minimum of seven (7) year of supervisory/manager/leadership experience Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers. Proficiency in Microsoft Office products Possession of a valid driver's license without infractions in accordance with MBTA policy. Have the ability to work any and all shifts and/or locations assigned or directed. Be available to work twenty-four (24) hours per day, seven (7) days per week, 365 days per year. Have the ability to supervise and work effectively with a diverse workforce Substitutions Include Preferred Experience and Skills Experience in the transit industry. Substitutions A high school diploma and an additional seven (7) years of facility inspection, auditing and maintenance experience may be substituted for the degree requirement. A master's degree may substitute for a portion of the experience. A PE certificate of completion may substitute for a portion of the experience.
