Position: Child Care Development Fund (CCDF) Specialist Division: Tribal Affairs Department: Human Services Reports To: Human Services Director Location: Lincoln Exempt/Non-Exempt: Non-exempt Salary: Grade 6 ($15.65/hour - $24.94/hour) Classification: Part-time (up to 28 hours per week) Summary: The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational and cultural services. The Human Services Child Care Development Fund (CCDF) Specialist will assist the Human Services Director with various duties relative to managing the childcare funding awarded to the Tribe. This position will support members of the Tribe with applying for and receiving funding related to childcare. This positon may also be required to aid childcare providers with requesting assistance to maintain or upgrade their childcare facility or personal home. This staff member will need computer experience to utilize the database for childcare providers and recipients. Essential Responsibilities and Duties: Attend required childcare trainings as well as other trainings relevant to the essential responsibilities and duties of this position. Organize and maintain a filing system in compliance with funding regulations. Process department/program requests for purchases and reports monthly amounts, to include all requests related to childcare funding, as necessary. Promote CCDF programming and opportunities to Ponca families within the Service Delivery Area, through attendance at Ponca Tribe of Nebraska events as well as written correspondence. Provide additional support (clerical and administrative) as required for the other Human Services staff as needed. Prepare departmental staff meeting agendas, calendar, and minutes, as needed. Manage the childcare grant, to include but not limited to, new recipients, licensing and monitoring of providers, processing of billing statements, and reporting. Maintain case documentation and electronic records within established database systems. Maintain confidentiality at all times. Assist in the development and revision of CCDF policies and procedures. Generate and provide reports for Director review to meet all reporting requirements in a timely manner. Develop professional relationships with other local, state, federal, and tribal programs providing services to children and families to increase services and provide strength-based approaches. Other duties as assigned. Relationships and Authority: This position has no supervisory duties. Works closely with other departments including Behavioral Health, Child Welfare, Youth Services, Domestic Violence, Workforce Development, Education, Health Services, Culture, ICWA Specialist, Ponca Tribe of Nebraska employees, as well as external organizations and agencies. Working Environment and Physical Demands: This position is in professional office environment. This position requires frequent verbal and written communication, including face-to-face, virtual, and telephone interactions. At times staff may be required to work with clients who are in crisis and will need to demonstrate empathy, understanding, respect, and advocacy while remaining calm in stressful situations. This role routinely uses standard office equipment such as computers, phones, printers, scanners, and photocopiers. This staff will sit, stand, bend, lift, and move intermittently during work hours. This position will be subject to potentially emotionally disturbing material as presented to staff, clients, and outside entities. This position will require occasional work outside normal business hours, including evenings and weekends. Extensive travel throughout the Ponca Service Delivery Area will be required and occasional travel outside of the Service Delivery Area. Qualifications: Minimum: Associate's degree in human services, office administration, child development, or related field, or equivalent combination of experience and education. One year of experience in office management and/or as an Administrative Assistant. One year of experience in working with youth and/or families, preferably in a childcare setting. Computer proficiency in Microsoft Word, Excel, and PowerPoint programs. Excellent written and oral communication skills. Valid driver's license and be insurable. Must successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background** checks. Able and willing to travel in and out of the Ponca Service Delivery Area. Preferred: Bachelor's degree in human services, child development, or related field, or equivalent combination of experience and education. Two years of experience in social work or related field. Two years of experience in developing, assisting, and/or utilizing community resources. One year of experience working with Native Americans or Native American organizations. Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act, Tribal organizations and funding opportunities. Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
