The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. MTC provides services to the Association of Bay Area Governments (ABAG). For more information about MTC, visit www.mtc.ca.gov .The primary responsibility of the Principal Public Information Officer (PIO) position is to engage Bay Area residents in key policy and financial decisions of the Metropolitan Transportation Commission and the Association of Bay Area Governments using best practices for public outreach, engagement and participation activities. The PIO holding this position will lead, oversee, review and perform professional level public involvement and community engagement activities, continually developing methods and techniques for improved outreach, engagement and communication between MTC and Bay Area residents, special targeted audiences, the media, and local, state, federal and other partner agencies.The PIO holding this position is assigned to the agency's more complex, higher-visibility projects and initiatives, such as the region's long-range transportation and land use plan. The position requires excellent project management skills and supervisory experience; a deep understanding of the context, purpose and best practices for engaging residents in the decisions that affect their lives and communities; extensive knowledge of and experience in regional and/or local government public engagement regulations and best practices; and knowledge of a wide variety of public-policy subject matter, including transportation, land use, housing, economic development, climate adaptation and other regional issues. All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Individuals at the Principal level are expected to have the following knowledge, skills, and abilities: Be an experienced team leader with strong communication, analytical, problem-solving, decision-making, strategy-setting, organizational and interpersonal skills. Set objectives and goals; scope out duration and risk of projects; break down work into the process steps; develop schedules and task/people assignments; delegate effectively; anticipate and adjust for problems and roadblocks; measure performance against goals and evaluate results. Work in a fast-paced environment, including evenings and weekends as needed. Communicate clearly and concisely, both orally and in writing, distilling detailed project and function concepts into compelling, relevant and understandable presentations. Make decisions that produce high-quality results by applying skills and knowledge and calculating risks. Work independently and with integrity, building effective relationships. Make timely decisions. Interpret and communicate management directives, understand technology requirements. Be familiar with and execute best practices for organizational/business operations, get results and achieve goals. Apply a combination of broad supervisory and project/program management skills and technical knowledge to all job aspects. Supervise reporting staff and monitor, evaluate, direct and participate in the training of staff. Meet unit goals and assist in meeting the section's organizational goals and performance expectations. Work directly with section directors, senior managers, staff and outside partners, consultants, and contractors. Manage complex unit and project budgeting and expense monitoring. Participate in and execute complex procurements and vendor selection processes and manage vendor and consultant relationships. Be capable of managing multiple projects and remaining flexible to changing concepts and priorities while paying keen attention to detail. Work safely and follow regulatory and MTC policy and processes; represent Agency business decisions and actions accurately. Other than those skills and abilities expected of all Principal staff members (listed above), the ideal candidates will have: Public Engagement Skills Advanced knowledge and experience developing, overseeing, and implementing regional and/or local strategic public involvement and engagement programs and strategies to seek out and involve residents from a variety of socio-economic backgrounds and interest groups. Advanced knowledge of state and federal public participation regulations, as well as Title VI, ADA, language assistance policies and environmental justice requirements for public involvement, with the ability to coordinate outreach activities and information dissemination in order to comply with federal and state regulations and achieve strategic objectives. Knowledge of regulations under the California Public Records Act, the Brown Act and the Sustainable Communities and Climate Protection Act of 2008. Writing/Editing Skills Excellent writing/editing/copyediting/proofreading skills are required. The jobholder must be able to write about complex topics with clarity and style, and over time should be able to cultivate a distinct and authoritative MTC "voice" in all materials produced. A solid command of presenting data and information in clear and compelling visuals is essential. Knowledge of AP Style is a plus. Analytical Rigor/Quantitative and Qualitative Aptitude The position requires confident handling of technical, data-driven topics and materials. Excellent statistical and financial comprehension is a must, and these skills are called upon in both writing and editing assignments. In all cases, the ability to identify logical or factual inconsistencies in textual, statistical and even cartographic material is an essential skill. Resourcefulness and persistence in resolving such inconsistencies often by means of exhaustive internal research involving several topic experts is equally essential. Other Skills Diligence, thoroughness and exceptional attention to detail are crucial. The ability to interact confidently with professional and executive staff, as well as elected public officials and board members, is essential. The ability to lead and motivate staff is required. Knowledge of the Bay Area's geography and governmental institutions is a plus. Knowledge of transportation and related issues is a plus. Proficiency in Spanish, Cantonese and/or Mandarin is preferred. An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is: Education : A bachelor's degree in communications, journalism, English, liberal studies, rhetoric, political science, public policy, transportation or city and regional planning, or related field. A master's degree is highly desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application. Experience : Five years of increasingly responsible complex work experience overseeing major public relations or public outreach campaigns, media productions or significant publications, including the equivalent of two years as an Associate Public Information/Outreach Analyst in MTC. Preferred Qualifications: A master's degree in an appropriate discipline related to the area of assignment and 5+ years of recent public engagement and public information experience in a professional environment. Applicants with proven work and experience reaching out to and engaging the general community and special targeted audiences, the media, or work with federal, state, regional, local or governing entities is preferred. Proficiency in Spanish, Cantonese and/or Mandarin is also preferred. License/Certificate : Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.Under the direction of the Assistant Director, Public Engagement, the typical assignments for the Principal Public Information Officer will be to: Lead major planning-related public engagement efforts, including managing the regional transportation plan's various engagement elements. Work on other agency engagement programs, including engagement with local elected officials and city and county staff, as well as creating and maintaining partnerships with community-based organizations to provide input on the agency's major initiatives. Research, develop and implement innovative public involvement techniques, including best practices and emerging technologies. Communicate complex transportation, housing and long-range planning processes to the public. Knowledge of best practices for meeting design, community surveys, data visualization, and other techniques for community engagement. Proactively seek opportunities to build awareness to keep communities, businesses, and other stakeholders informed of planning and project activities. Plan and execute events for the public and elected officials. Oversee meeting logistics such as facility booking and set up, meeting materials, ADA compliance, audio/video needs, etc. Prepare and deliver complex presentations for a variety of audiences; facilitate public meetings. Originate text and/or edit text for a variety of materials: display boards, e-blasts, slide decks, web content, brochures, fliers, display ads, news releases, web copy, etc. Manage consultant procurements and contracts. Document and evaluate public engagement activities in an effort to continually improve and innovate and report out findings. Support agency events, such as conferences or awards programs. Initiate, organize, prioritize and complete work in a timely manner despite deadlines and competing requests. Establish positive working relationships with those contacted during the course of work. Monitor and respond to information requests in a timely manner, including queries received via the agency's various channels. Supervise public information staff, offering guidance and assistance as needed.
