Worldwide Counter Threat Solutions (WCTS) an award-winning contracting firm, is recruiting for an exceptional Analyst/Instructor who will support Navy Expeditionary Logistics Support Group's (NAVELSG) N7 department in providing data and system support and instruction for the systems/tools used to analyze and develop readiness and training requirements. Positions Contingent Upon Contract Award and Government acceptance of candidate’s resume. Start Date: July 1, 2024 Location: Naval Weapons Station Yorktown, Cheatham Annex, and Williamsburg, VA Travel: Able to travel CONUS and occasional OCONUS Responsibilities include, but not limited to: Provide data and system instruction and support for the following systems/tools/programs used to analyze and develop readiness and training requirements: Advanced Skill Management Readiness Cost Reporting Program Navy Training Information Management System All other associated training systems in use by NAVELSG. Perform curriculum reviews of courses for relevance and provide recommendations for updating course curriculum and instructional materials. Perform Navy Mission Essential Task List (NMETL) reviews for relevance and provide recommendations for updating based on current validated mission requirements. Liaise with NAVELSG N7 Readiness and Requirements Officer to conduct thorough analysis on subordinate units in order to develop cogent OFRP training plans within HHQ guidance and provide recommendation to other NAVELSG N7 leadership. Provide support during Unit Level Training Readiness Assessment (ULTRA) events with NAVELSG N7 Unit Readiness and Assessments and ensure courses are in line with OFRP training and assessment objectives and provide input to ULTRA Master Sequence of Events List (MSEL) to ensure quality delivery of training and assessment. As required, provide support to the Mobile Training Team (MTT) to review subordinate units, conduct analysis and provide some fundamental system training. Provide subject matter expertise to support and train current and new battalion and regiment personnel portions for all of the following courses: Expeditionary Cargo Operations Perform curriculum reviews of courses for relevance and provide recommendations for updating curriculum materials. Liaise with NAVELSG N7 Learning Standards Officer and the NAVELSG Reserves Lead Assessor to develop cogent instructor and assessor training plans within command and provide recommendations on instructor certifications and assessor qualifications to NAVELSG N7 leadership. Provide support as a Command and Control/TOC Assessor with NAVELSG N7 Unit Readiness and Assessments and ensure courses are in line with OFRP training and assessment objectives and provide input to Unit Level Training Readiness Assessment (ULTRA) Master Sequence of Events List (MSEL) to ensure quality delivery of training and assessment. As required, provide support to the Mobile Training Team (MTT) to review subordinate units conduct analysis and provide some fundamental system training. Provide support to classes convening with a student throughput of approximately 200. Instructor to student ratio 1 to 25 for classroom instruction and 1 to 8 for labs/platform exercises. Develop presentations, reports, point papers, lesson topic guides, safety-briefing formats, and other documents in support of the NAVELSG N7 training and exercise program. The Contractor shall participate in all meetings and conferences that affect NAVELSG N7 training program, plans and policy. The Contractor shall submit end of course reports, lessons learned, instructor's comments, and student critiques. Participate in working group meetings to recommend requirements for training development, assist in the coordination and development of training facilities, training areas/ranges and other project related purposes. The Contractor shall submit meeting minutes/trip reports documenting the results of these meetings within five (5) working days of the completion of each pertinent event. Provide curriculum development support. Requirements: Active Secret clearance Minimum of three (3) years of Training Readiness Analysis experience with direct support of Department of Defense Training readiness analysis programs. Minimum of three (3) years within the past seven (7) years of hands-on subject matter expertise as a Command and Control/Logistics Planning Instructor. Prior experience and qualification NEC of 9502, 805A or DoD equivalent as a senior instructor is required. Graduate of a certified Navy Instructor Training Course (NEC 9502, 9501, or 9518) or equivalent (Completion) of a civilian (or commercial) formal course of instruction, which has been evaluated and certified as a JIT/NITC equivalency by the Center for Professional Development (CPPD). Meet and maintain eligibility for high-risk training instructors, as delineated in COMNAVELSGINST 1500.1 series and supporting references. Shall meet Navy High-Risk Training requirements as outlined in OPNAVINST 1500.75 series. To include climbing up in a crane and going topside on a ship. Possess valid CPR/AED certification. Provide proof of recent (within three (3) years) first aid certification. Proficient in MS Office, including MS Teams, MS Word, MS Excel and Power Point. Excellent verbal and written communication skills. Beneficial Knowledge and Skills: A college degree from an accredited school in education, instructional design, curriculum and instruction, educational technology, or a related field. Physical Demands: The following physical demands are typical of the position: Moderate physical activity required. Requires handling of items up to 50 pounds. Sitting, standing and/or walking for up to eight hours per day and be able to change positions including sitting, standing, kneeling, bending and lifting. May require use of ladder wells aboard ship or ship “mock up.” U.S. Citizenship: All contractor personnel performing under this task order shall be U.S. citizens.
