Northrop Grumman Tactical Space Systems Division (TSSD) is seeking a Manager Manufacturing Systems Engineering 3 to lead the Manufacturing organization at its facility in Dulles, VA. Reporting to the Director of Manufacturing for TSSD, the primary role for this position will be to act as the primary focal point for site manufacturing operations planning and execution at the Dulles site. This position helps to develop, communicate, and implement the TSSD Manufacturing, strategy, goals, and metrics to meet objectives for Safety, Quality, Delivery, Customer Satisfaction, Cost and Continuous Improvement. As a key member of the Dulles Site Production & Operations leadership team the leader in this role is required to collaborate with partners across functions and programs at all management levels to support the strategic goals and tactical needs of the business. This position requires a comprehensive understanding of design for manufacturability, production, and operating in open and restricted access program environments. The selected individual will demonstrate strategic planning and business execution capabilities as well as the ability to work collaboratively. The selected individual should have experience leading production programs and development programs transitioning to production program encompassing all the aspects of the rate readiness planning activities. In addition, the candidate should be able to interact and influence executive level management and communicate effectively with both oral and written presentations. The candidate will need to demonstrate exceptional organizational and interpersonal skills, have the ability to multi-task and communicate effectively with varying levels of Customer, Northrop Grumman Corporation, and Suppliers, employees and leadership. Duties & Responsibilities: Manages and presents status on cost, schedule and performance for all projects within the area; assesses issues and develops mitigation plans to meet productivity, quality, cost, and delivery goals. Work in partnership with the TSSD Leadership, Program Management and Integration & Test teams to define and enable execution of the Manufacturing SOW is in alignment with the customer statement of work (SOW). Lead teams consisting of Dulles site Manufacturing Work Center management, Operations Project Management, Production Planning and Scheduling, Materials management, Manufacturing/Industrial Engineering, Tooling, and MES support. Maintain oversight of end-to-end product scheduling, including first articles, planning, build sequence planning, rate build-up plans, and rate readiness assessments for site manufacturing scope. Direct, lead, and manage all aspects of technical, cost and schedule performance for manufacturing content of program execution at the Dulles site. Manage budgets and EAC for the organization including the Earned Value Management Systems (EVMS) support for site manufacturing scope and assigned organizational functions. Maintain open communications with all functions including Engineering, Safety and Mission Assurance, Global Supply Chain, Integration & Test, Engineering, and Integrated Product Teams (IPT's) Assist in the development and execution of long-range plans and strategies while providing the most effective resources by skillsets to the programs. Outline specific objectives and processes that are focused on generating innovative solutions to complex business problems. Help coordinate capital needs and expenditures, real-estate utilization and future planning across for the Dulles Site. Hire and develop diverse skilled employees, establish a mentorship and coaching culture including growing and strengthening the leadership bench. Ensure cross-training and development programs are developed. Additional duties and responsibilities will be assigned as needed and as it relates to the needs of the Manufacturing Operations organization. Create an environment of trust and transparency. Continuously improve products, processes, systems and services through the application of lean concepts, best practices and ideas. Basic Qualifications: Bachelor's degree in engineering or related STEM discipline with minimum 10+ years experience in a manufacturing operations environment OR a Master's degree in Engineering and 8+ years' experience Prior leadership experience leading people, projects and/or programs across diverse technical and non-technical teams. Prior leadership leading other people leaders. Proven ability to lead a high performing team with specific history of being able to create trusted relationships and an inclusive work environment that attracts, retain and inspire diverse and engaged teams. Prior experience with Earned Value Management Systems (EVMS) Preferred Qualifications: Current or active DoD TS with ability to obtain SCI Security Clearance Experience in other Operations areas: Global Supply Chain, Manufacturing, Ground Systems, Integration and Test, Environmental Test, Safety and Mission Assurance, Site Operations and Facilities Experience leading day-to-day operations on complex programs or large functional organizations, with proven collaboration and coordination skills across internal and external stakeholder organizations. Ability to drive a culture of ownership and accountability. Ability to make and own hard decisions. Ability to negotiate and integrate different viewpoints. Able to prioritize and adjust tasks to accomplish the project result. Demonstrated ability to make complex critical decisions. Experience with risk, issue, and opportunity management. Expert level proficiency with oral and written communication skills Salary Range: $180,600 - $271,000The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
