Summary This position will serve as the Director, Office of Quality Management for the Phoenix Area Indian Health Service. The incumbent will ensure quality of care and facilitate performance improvement at the Public Health Service hospitals, critical access hospitals, health centers, regional treatment centers, and clinics of the Phoenix Area. The Director will also serve as a part time direct care Physician. Duties Works closely with the Chief Medical Officer on matters of organized medical staff functions, medical staff leadership, and appropriate Area Wide policy. Supports and leads an area-wide approach to patient safety and risk management, utilizing contemporary approaches to system-level safety culture, as well as root cause analysis and review, including potentially compensable events and medical errors. Supports and leads the effort to utilize error tracking and reduction of hospital acquired injuries and infections. Assists and guides the staffs of the Phoenix Area IHS health facilities toward a process establishing, maintaining and/or improving systems of professional standards review, retrospective and concurrent patient care evaluation activities, utilization review and overall quality assurance programs. The Director identifies developmental and training needs of employees and provides or makes provision for such development and training. They make decisions on work problems presented by subordinates. The incumbent serves as a physician in a clinic setting at sites as directed by the Chief Medical Officer. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). BASIC REQUIREMENT(S) : All physicians must meet all three of the following basic requirements: 1. Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country. 2. Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada. 3. Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S. Applications will be accepted from physicians who are not currently licensed; however, if selected for a Federal appointment they must obtain a license before entering on duty. (Must submit a copy with your resume) MINIMUM REQUIREMENTS : In addition to the above, physicians must also meet the following requirements for the GS-15 level: The Incumbent must have experience with utilizing proven improvement methodologies such as used by professional associations like the American Society for Quality, Institute for Healthcare Improvement, and the Lean Enterprise Institute. Incumbent must have experience contemporary improvement methodologies such as with Six Sigma, Lean Design, and Model for Improvement. Incumbent must demonstrate proof of administrative and managerial ability at a level that is commensurate with this level and position. This experience must demonstrate all of the following knowledge and abilities. Comprehensive knowledge of institutional and regional health care systems to serve as an authority in matters pertaining to health care systems clinical and management operations. Ability to communicate successfully, both orally and in writing, with a variety of people, including health care professionals, other IHS employees, tribal health boards, etc. Ability to successfully perform duties such as developing procedures, planning, organizing and monitoring studies involving analysis of data and preparing reports. Experience which demonstrates knowledge of an ability to interpret standards of accreditation such as Medicare, TJC, AAAHC, College of American Pathologists, etc. This must include ability to apply these standards to varying clinical settings. Demonstrated ability to work as a team member.
